REPORTS.

RUATOKI DEVELOPMENT SCHEME. (See Plan 27, G.-10.) Repokt on Work done to 31st Maech, 1933. Contracts. —Unemployment contracts for work estimated to cost £3,163 10s., and providing employment for 285 men, were approved, and subsidies amounting to £1,430 3s. 6d. were allotted. The position at the 31st March, 1933, as set out in the schedule of contracts hereto shows that the total sum of £2,427 Bs. 9d. was paid out for work done, and the total amount of subsidies paid or payable was £795 7s. 3d. Contracts outstanding amounted to £695, and subject to subsidies totalling £625. The total number of men employed was 259, but the same names appearing in two or three contracts reduced the total to 127 individuals. WorJc.—^Work for which payment was made is set out on schedule of contracts hereto and summarized together with the work for which no labour-costs were incurred. This report deals with the total amount of work done within the Scheme as a whole, the work done on the various subdivisions being set out in the summary hereto. Scrub-cutting.—Work under this heading total 1,119 acres 3 roods 9 perches, of which work on 847 acres was paid for, and the ba.lance of 272 acres 3 roods 9 perches, mostly on the Ngahina Section of C Scheme, was done without any charge on the development funds. This is entirely in C Scheme area. Cultivation. —A total area of 2,446 acres and 21 perches was ploughed, disced, harrowed, sown, and manured. The only labour-cost incurred was in the scrub-cutting and cultivation of 847 acres of C Scheme. The expenditure under the above two headings totalled £727 ss. 9d., and a total of fifty-three men were employed. Contracts outstanding for this class of work are for 200 acres scrub-cutting, ploughing, &c., and 64 acres of stumping. Estimated cost, £195.

Draining.—Two main drains—(l) The Ngahina drain which was continued through A Scheme, and (2) what is now commonly known as the Paekoa drain, C Scheme—were laid off by Mr. Gainsford, Surveyor, of Rotorua. These were completed, along with many subsidiary drains, at a total cost in •labour of £589 16s. 9d. The total length of all drains was 423 chains, of which 122 chains are on A Scheme and 301 chains on C Scheme. The draining made available for development a large tract of swamp country which formed the greater portion of the flats west of the Whakatane River. Sixtyseven men were employed in this work. Roading.—The scheme was well served as regards paper roads, which the Native Land Court laid off on partition of the Ruatoki Block, and which were supplemented on consolidation of titles immediately before the commencement of development operations. With a special grant provided from Treasury funds the Whakatane County Council formed and metalled the Mahurehure Road from the factory to the Waikirikiri Pa, a distance of three miles and a half. Under development activities the formation and metalling were continued to the mouth of the Gorge, a further distance of 110 chains, of which 99 chains were metalled. This latter portion was called Waikirikiri Road, and the labour-cost was £200, including the labour on one culvert made from oil-drums. This is the extent of the roading done on the eastern side of the Whakatane River. The constant traffic of milk carts and wagons, which increased as development advanced, had made the roads on the west side of the river almost impassable during the winter months and wet weather, and it was found necessary to carry out a programme of permanent formation of the main roads, with a view to metalling as the formation settled and consolidated. New roads to give access to the newly developed areas were also formed. The extent of roadwork on this side of the Whakatane River is 589 chains, at a total labour-cost of £471 10s. 6d., including the labour-cost on four bridges and nine culverts. Three of the culverts were constructed from oil-drums supplied, the other six being timber culverts. The total amount of work done under this heading may be summarized as follows : A Scheme—3Bs chains formation, 99 chains metalling, 5 culverts (3 of timber and 2 of oil-drums), and 3 bridges. C Scheme—3l4 chains formation, 5 culverts (3 of timber and 2 of oildrums), and 1 bridge. The number of men employed on this work was 103. Outstanding work— 204 chains of C Scheme roads, estimated cost £300. Splitting (Posts cind Battens). 2,431 posts were split up the Whakatane and Waimana Rivers, at a total cost of £71 Bs. Number of men employed, 4. A contract for the splitting and delivery of 40,000 battens was approved, at a price of 10s. per 100 delivered at the store shed. Up to the 31st March, 1933, a total of 15,000 battens had been split up the Whakatane River, but not delivered. No payments have been made in respect of these battens as the contract is at a delivered price, so that the work is shown as outstanding at the above date. Fencing.—The only fencing contract submitted for approval was for 16 miles to be done on C Scheme. The actual fencing done was 1,294-43 chains, or 16-175 miles, at a total cost of £309 7s. 9d, The fences erected were of seven wires unbattened, there being no battens available. The number of men employed on this work total 26. Most of the fencing has been done on A Scheme and consisted of reconditioning old fences and erecting new ones on the Consolidation Titles boundaries where they were definitely laid down. It has been difficult to arrive at the actual work done without a complete survey, but a conservative estimate would be 2,560 chains calculated on the amount of wire issued and based on fences of seven wires. No labour-cost has been incurred on this section of the Scheme. Ragwort.-—This weed was introduced to Ruatoki from Ruatahuna by the flood-waters of the Whakatane River and has taken a firm hold on the river-bed and the southern end of the Scheme (Ruatoki South). It has also spread to the Ohaua and Owhakatoro Valleys. During the spring of 1931 gangs were organized for the clearing, pulling, and burning of the weed, which was later treated with a solution of sodium chlorate with varying results. The 1932 treatment with the sodium chlorate and lime mixture showed better results, while the whole tribe turned out to clear the various portions of the Scheme badly affected. Control of ragwort by sheep was introduced in March, 1932, and as in other ragwort-infested areas of the Bay of Plenty Schemes this method is proving very successful. The total labour-cost of the work during 1932 was £58, and six men were employed on the wage-sheet to draw the money as sustenance for the 100-odd men, women, and children who were engaged in the good work. Buildings. These consist of the store shed, overseer's cottage, and supervisor's cottage with office attached. Timber for studs and rafters only, together with iron for the roof, was supplied for thirty sheds. Labour-costs not available. Pastures and Top-dressing .—The following table gives the progress in the pasturing of the land from the commencement of operations in 1930 and the position as at 31st March, 1933 :

Hay and Ensilage.—The 1931-32 hay season yielded an estimated crop of 951 tons of hay, while 1932-33 season's yield was measured and calculated at 957 i tons hay and 15 tons of ensilage. Shelter-belts.—ln spite of a cold severe southerly wind (Te Okiwa) which comes down the narrow gorge formed by the Whakatane River, shelter-belts on the Ruatoki Flats are conspicuous by their absence, and stock not reared on the Scheme experience a very hard winter. During the winter of 1932, ten thousand trees (Pinus insignis) were made available and three miles and a half of main shelter-belts were planted. The trees were planted in three rows at a space of 6 ft. between trees. No labour-costs were incurred. General Work. —Other work consisted of making gates, casual labour at store shed, such as the stacking of manures, seed, wire, posts, and strainers, and the building of stock-yards and temporary cow-sheds.

WHAKATOHEA DEVELOPMENT SCHEME. (See Plan 28, G-.-10.) Work done to 31st March, 1933. [ITNAHIXANUI SECTION. Contracts. —Contracts for work estimated to cost £949 165., and providing employment for eighty-nine men were authorized and subsidies amounting to £361 Is. 4d. were allotted. At the 31st March, 1933, payments on account of work done amounted to £829 Is., and subsidies paid or payable totalled £306 Is. 4d. The number of men employed was 114 —individuals 36. Contract A. 19, for scrub-cutting, was outstanding for an area of 163| acres at a cost of £114 15s. ; the subsidy payable is £55. Work. —Work was commenced on this section in the last quarter of the 1931-32 financial year, and consisted of scrub-cutting. An area of 167 acres was completed, harrowed, sown, and manured by the end of May, 1932. One unit (Rawiri Mikaere) was in occupation at the commencement of development. He had already grassed 20 acres and was milking a few cows. Thirty acres of the area cf 167 acres grassed is a part of his holding. With the exception of the scrub-cutting, all labour on this portion was done at no cost to the Scheme. Fencing (200 chains) was completed in October, and the place was then stocked with heavy cattle and sheep to control the fern. Cattle, and particularly sheep, have been kept on the block up to the end of the financial year, and valuable work was done by them in consolidating the pastures and keeping the fern in check. Two miles and a quarter of access roading was done to provide for the future development of the area adjacent. It is intended to extend the road a further three miles to connect with Motu Eoad at the Te Waiti - Waiaua Bridge and thus facilitate the delivery of materials to the units on Te Waiti Stream. This road, if metalled, would be useful in the collection of cream. Fifty chains of draining were done to render the swamp gullies safe for stock. During January of this year it was decided to extend the development of this area southwards to the extent of 220 acres, and 56f acres were scrubbed at the close of the financial year. The balance of 163J acres is shown as outstanding in the schedule of contracts hereto. A temporary store-shed was built of slabs and bush timber and roofed with railway tarpaulins. Ten tons of ensilage and 5 tons of hay were harvested of! Rawiri Mikaere's clover pasture.

OPAPE BASE FARM. Contracts. —Contracts are scheduled providing for an expenditure of £586 55., and subject to subsidies totalling £188 15s. The work scheduled was expected to provide employment for 29 men. At the 31st March last payments for work done amounted to £146 155., and subsidies paid or payable on contracts completed totalled £37 15s. The number of men employed, 10—individuals 10. For the sake of convenience a contract for post and batten, splitting has been included in the schedule of Base Farm contracts, although it does not form a part of the Base Farm work. It is a general contractto provide posts and battens for the whole of the Whakatohea Scheme, and accounts for £378 of the original contract cost and £13 10s. of the expenditure to 31st March, 1933. Contracts outstanding at the close of the financial year were—(l) For 100 acres scrub-cutting on the Base Farm at £75, with subsidy of £25 ; and (2) the balance of the Whakatohea General Contract, 5,700 posts and 24,000 battens, at £364 10s., and subsidy of £126. Work. —Work under unemployment contracts and employing men other than permanent farm hands comprised scrub-cutting, fencing, and draining. An area of 40 acres was scrubbed at a cost of £37. This was burnt, sown, and manured by the farm staff in the course of their routine of work. Fencing accounted for £20 of the expenditure, and 80 chains to enclose the 40 acres scrubbed was erected. Two men had to be imported from Ruatoki to do this work. The farm staff was responsible for 34 chains of subdivisional fencing, making the total fencing 114 chains. The amount expended on the draining operations was £76 55., and 75 chains were completed by two men. Pastures. —Mr. Stewart, farm-manager during the first year of operations, estimated the area n grass as 87 acres, and with the addition of 40 acres scrubbed area sown —127 acres in all. A recent survey made by the Scheme surveyor shows the area in pasture as 198 acres, including 5 acres of lucerne. Top-dressing. —Spring, 1931 : With ammoniated super at 3 cwt. application, 26 acres including lucerne patch, with super at 3 cwt. application, 54 acres. Spring, 1932 : With lime-super mixture at 5 cwt. application, 87 acres. Provision is made in the 1933-34 budget for manure to top-dress 170 acres of pasture. Buildings.—When the property was taken over from Mrs. Ferguson, the buildings consisted of a four-roomed cottage, washhouse, car-shed, old whare, and a four-stand milking-shed. The milkingshed, yards, and surroundings were condemned by the Dairy Inspector as being the cause of mammitis affecting Mrs. Ferguson's herd. A new five-stand shed was therefore erected and equipped with a Treloar " Apex " milking-machine. Buildings.—An addition to the old whare was built to accommodate the farm hands, and the cottage was renovated. The old cow-shed is now used as a manure and implement shed. Hay and Ensilage —The hay and ensilage harvested during this season measured at 20 tons ensilage and 101J tons of hay. Credit is due to the farm-manager and his staff for the manner in which they have conserved the feed for the use of the stock in the winter. Management. —During the first year of operations the farm was managed by Mr. Stewart (European) who had been Mrs. Ferguson's manager for some years. He was assisted by three cadets selected by the owners from among the young men of the tribe. Mr. Stewart resigned at the end of the milking season July, 1932, to take up a position as a share milker for a European farmer. Mr. Ngawai Amoamo, an owner in the land and son of the leading man of the tribe, who was foreman of the Whakatohea Scheme, was appointed manager. The change in the management was reflected in the better state of the pastures, the fencing, conservation of feed, and general initiative in the work and management of the farm. He was assisted by the farm cadets aforementioned. WAINTJI SECTION. Contracts. —Contracts for work estimated to cost £174 10s., and providing work for 9 men, were authorized, and subsidies totalling £58 3s. 4d. were allotted. Work. —The work done under the contracts above as at 31st March, 1933, comprises the ploughing and sowing of 5 acres, the erection of 66-9 chains of fencing, and the splitting and delivery of 504 posts and 20 strainers. The total cost of the above work was £64 15s. 9d., and gave employment to fifteen men —individuals 12. No contracts were completed at the close of the financial year, but it is expected that all work would be completed by the end of April. In all other respects the position of Wainui is as set out in my report dated the 20th October, 1932, and summarized in the summary hereto. WHAKATOHEA UNITS. Work.—This comprised scrub-cutting, ploughing, sowing and manuring, fencing, top-dressing, and the building of a store-shed and two race cow-sheds. The total area scrubbed, surface-sown, and manured was 303 acres ; ploughed, sown, and manured, 21 acres : making a total area of 324 acres pastured by the Scheme. These areas are only approximate, as no actual survey of each unit's work has been made. Fencing is estimated at 560 chains upon the amount of wire issued and calculated as for fences of seven wires. Pasture. Operations commenced in the spring of 1931 with a total area of 578 acres in pasture of sorts. Harrowing and top-dressing has improved what was then considered poor pasture and together with the area pastured by the Scheme (324 acres) makes a total grass area of 902 acres at the close of the financial year. Haymaking.—-It was estimated that 42 tons of hay was harvested during the summer months. General. This is a section of the Whakatohea Scheme where 110 labour costs were incurred for any of the work done in connection with the development of the land. TORERE DEVELOPMENT SCHEME. (See Plan 29, G.-10.) Work bone to 31st March, 1933. Contracts. —Contracts for work estimated to cost £459 and providing work for forty-one men were authorized, and subsidies totalling £153 2s. Bd. were approved. At the 31st March, 1933, payments on account of work done amounted to £299 10s., subject to a total subsidy of £92 9s. 4d. ' The total number of men employed was 37 —individuals 29. Contracts outstanding were for discing and harrowing 64 acres, and access roading 94 chains. Total cost, £160 ; subsidies, £60 13s. 4d. Work. —The work for which payment has been made is set out in the schedule of contracts and summarized together with the work for which no labour cost was incurred. Scrub-cutting.—The area dealt with under the contracts was 312 acres, costing in labour £234, and employing 24 men. An additional area of 193f acres was also scrubbed free of cost. This makes a total area of 505f acres dealt with under this heading. Ploughing.- —The total area ploughed was 90 acres. This was done without any charge on the development funds. Draining. —Total length, 90 chains ; cost, £36 ; number of men employed, 4. This work was done on Awaawakino A (Hori Mio) and Waiohoata A 26 (Francis's lease). Roading. —This work was authorized to provide an all-weather access for the settlers up the Torere River. The access as provided by the Native Land Court was along the river-bank. Erosion had washed away most of the road and made access during floods impossible. The total length is 120 chains, and progress payments of £22 on 26 chains done were made up to the end of the financial vear. Fencing. —The only fencing contract submitted and approved was for 40 chains to close the work on Waiohoata A 26, formerly leased to a European who was eliminated by purchase. Two men were employed in the work, which cost £7 10s. The extent of other fencing, as estimated on the amount of wire issued to the individuals, is 480 chains. This is a conservative estimate, being based on fences of seven wires. No kbour costs were incurred. Sowing and Manuring.—The total area treated under this heading is 531J acres, made up as follows : (1) 441f acres being the scrubbed area, less 64 acres for discing and harrowing. This area was surface-sown and manured. (2) 90 acres, being the whole of the area ploughed. Pastures. —The total area in pasture of sorts in 1931 was estimated at 976 acres, made up as follows : _ Good grass, 419 acres ; fair grass, 151 acres ; poor grass, 406 acres : total, 976 acres. During the year just closed a field-compass survey was made by the Scheme Surveyor, and the actual position as at 31st March, 1933, is as follows:— A. R. P. Lime and super were supplied for top-dressing of pastures in the spring of 1932, and 443 acres was treated, at the rate of 5 cwt. per acre, of a mixture of above in the proportion of 5 cwt. lime to 2 cwt. super. Ragwort. —This is another Scheme where ragwort has a firm hold in the river-bed and paddocks adjacent to the river. Top-dressing with lime and sodium chlorate was tried during the year, and, while it was effective upon the plants that were growing at the time of the application, the millions that grew up afterwards made the position just as bad as formerly. The Maraenui ana Ruatoki methods of control will be applied to this Scheme, and fencing is now in progress to confine the sheep to the badly infested areas. Buildings.—The only building erected on this Scheme is the store-shed. No labour costs were incurred.

TE KARA DEVELOPMENT SCHEME.—MARAENUI SECTION. (See Plan 30, G.-10.) Wobk done to 31st March, 1933. This section of tie Te Kaha Scheme was undertaken for the purpose of checking, controlling, and if possible destroying ragwort by means of sheep and sodium chlorate. The work was, confined to the fencing and the clearing-up of the badly infested areas so as to enable the control to be more effective. Contracts. Contracts for work estimated to cost £638 6s. 9d. and providing employment for 67 men were authorized, and subsidies totalling £270 17s. lOd. were approved. At the 31st March, 1931, fo^ ntS j° n acoount of work done amounted to £536 3s. Id. and subject to subsidies totalling £213 7s. 2d. The number of men employed was 74—individuals 16. Contracts were outstanding for scrub-cutting, stumping, logging-up, and renovation. These total £106 155., with subsidies amounting to £58 6s. Bd. Scrub-cutting.—The contract was for 100 acres on the north side of the Motu River upon the area known as " Kowhai Flat." Progress payments on 55 acres, amounting to £41 55., were made. Stumping, Logging-up, and Burning.—This work was authorized as a subsequent treatment of the area on Kowhai Flat so as to make available to the sheep as much of the grass and ragwort area as possible. Progress payments totalling £24 10s., were made upon 49 acres done. Discing, Harrowing, dc — The contract for this work is for 100 acres on the south side of the Motu River, where sheep were grazed for a considerable period and the area then treated with a mixture of sodium chlorate and lime. Five acres of this area were renovated in March with very good results, and the balance of the area is undergoing the same treatment. The labour cost in this connection to 31st March, 1933, was £2 10s. Splitting, dc. —Posts 3,670, battens 13,550, and strainers 61, were split on the Whitianga Sections and delivered to the fence-lines at a total cost of £179 9s. 4d., including the labour of constructing 12 flood-gates. Thirty-five men were employed. With the exception of 500 puriri, akeake, and kohai posts for angles and dips, the posts obtained were white manuka. These were cut and charred and the charred end placed in the ground to give them a longer life. Fencing. New fencing totals 601-57 chains, and repairing 193 chains. The cost totalled £288 Bs. 9d., and 30 men were employed. Maraenui North : The fencing on this section totalled 257-57 chains, commencing at the Motu .Bridge and following the road to the sea and the mouth of the river. This enclosed an area estimated at 100 acres. Maraenui South : A—West of main road (1) from bluff near river southwards to the school connecting with good fences ; (2) Haenga's Corner to Waiponahu Stream ; (3) along river to connect with good fences ; (4) Waiponahu Stream to deep water in river. The total length of above lines is 210 chains, and encloses an area of 200 acres of flat land infested with ragwort. B—East of main road (1) from bluff near river south along main road to Oruakoiro ; (2) from Oruakoiro eastwards to eastern boundary, and along eastern boundary northwards to Kumararekareka (Delamere's House) ; (3) Delamere's House, along north side of Saxby's Road to Houpoto Station boundary. These lines enclose an area of 120 acres and total 134 chains in length. Stocking. The place was stocked early in 1932 with 970 old ewes. These were carried through the winter to late spring, shorn, and then moved on to fern at Hinahinanui, Ohope, and finally to the Rotorua schemes, where, I understand, they were disposed of at a profit. They were replaced by 2,000 wethers, which in their turn were also moved along the chain of schemes to Rotorua. It is now carrying 1,500 old ewes (six and seven year old) which appear to be doing quite well on the ragwort. Within the fences the control with sheep was very effective, and the mortality due to poisoning was very low—about 1 per cent. Wool. Five bales of wool resulted from the shearing, and these were placed with Dalgety and Co. for disposal. .

TE KAHA DEVELOPMENT SCHEME.—OMAIO SECTION. (See Plan 30, G-10.) Work done to 31st March, 1933. Contracts.—Contracts for work estimated to cost £1,632 3s. and providing employment for 72 men were submitted and approved. Subsidies were allotted to the extent of £573 os. 4d. At 31st March, 1933, the amount spent on the work was £1,675 135., and the subsidies paid or payable amounted to £573 os. 4d. There was an excess payment on the contract price of £43 10s., occasioned by the extra area of 21 acres scrub, a portion of which was grubbed standing. The total number of men employed was 76—individuals 30. Work. —Work consisted of scrub-cutting, ploughing, discing, and harrowing, sowing and manuring, splitting posts, battens, and strainers, fencing, and access roading as set out in summary hereto. Scrub-cutting. —The area covered by this work was 495 acres of light scrub, heavy manuka, and secondary bush. The total cost was £399 and the number of men employed 29. This area was burnt and surface-sown. Ploughing, &c.~The total area of ploughing was 316 acres ;of this area 295f acres were sown in grass ; 7| acres in lucerne ; and 13 acres were prepared for lucerne but not sown. Ploughing, discing, and harrowing of this area cost £363 Bs., and 8 men were employed in the work. Sowing and Manuring.—A total area of 798 acres was treated under this heading, and consisted of 495 acres of the scrubbed area and 303 acres of the area ploughed, including the lucerne patches. Total cost £79, and number of men employed 10. Post-splitting, <Scc., and Access Road. The posts were split on the Ohotu and Haparapara Blocks and battens on the Omaio and Whitianga Blocks. A short access road of 10 chains had to be constructed to enable the posts to be carted out. The cost was £5. The total number of posts split and delivered was 10,000, costing £500, battens 12,500, cost £62 10s., strainers 100, cost £50. The total number of men employed was 8. Fencing. —The amount of fencing done totalled 510 chains at a cost of £216 155., and employing 15 It consisted of the external boundary of the clearing and cultivation work done and two subdivision fences. Pastures.—The total area pastured by the scheme was 790f acres grass and 7\ acres lucerne. It is estimated that another 100 acres of pasture of sorts is available within the Scheme, thus making an approximate total for stock of 900 acres. Dairying. —It is proposed to commence dairying upon this area next season and arrangements are in hand for the building and equipment of 5 cow-sheds. Haymaking. —Eleven tons of hay and 5 tons of ensilage were harvested during the year. Buildings. —A temporary store-shed was built from slabs and roofed with condemned railway tarpaulins.

TE KAHA DEVELOPMENT SCHEME.—TE KAHA PROPER. (See Plan 30, G.-10.) Work done to 31st Makch, 1933. Contracts.—Contracts for work estimated to cost £1,158 were approved, and subsidies totalling £480 13s. 4d. were allotted. Up to the 31st March, 1933, £694 18s. was spent on various works, and the amount of contracts outstanding totalled £463 2s. The subsidies paid or payable on the contracts completed amounted to £320 13s. id., and £160 was outstanding on one uncompleted contract. The number of men employed was 86—individuals 38. Work.—This is set out in the summary hereto and comprises scrub-cutting, ploughing, sowing and manuring, renovation of pastures, post and batten splitting, fencing, general improvements to the Whanau-a-te-Ehutu Marae, and the building of a store-shed. Scrub-cutting, Sowing, and Manuring.—This was done on a portion called Kinakina, comprising about 80 acres flat and 120 acres of hill country. The total cost was £150, and 27 men were employed. It was burnt off, surface-sown, and manured for £20, and the work employed 9 men. Ploughing, c6c., Sowing, and Manuring .—The work done under this heading totalled 166 acres. The area upon which payment was made for labour was 147 acres for £153 10s., and gave employment to 5 men. Nineteen acres ploughing and the sowing and manuring for the whole of the 166 acres were done by the units themselves free of cost. In addition 38 acres of pasture were renovated. Splitting, &c. —Contracts for post and batten splitting to complete the Kinakina fence-lines were let. Five hundred posts and 8,000 battens were delivered under these contracts at a total cost of £75, providing employment for 8 men. A further contract to provide posts and battens for all units under the Scheme was also let. At the close of the financial year 24-0 posts and 500 battens had been delivered at a total cost of £16 18s. It was stated that a further 500 posts had been split at the stump, but as the contract is at a delivered price no payments were made on these, and totals of 5,760 posts and 23,500 battens were shown as the uncompleted portion of the contract at 31st March, 1933. Thirteen men were employed. Fencing. —The fencing contract let was to enclose the Kinakina area of 200 acres. The whole length of this line was 260 chains, and the labour cost amounted to £110 10a. Six men were employed. Other fencing is estimated on the wire issued at 160 chains. This would be a conservative estimate as it was based upon seven-wire fences. Marae Improvements.—These were effected on what is known as Te Whanau-a-Te Ehutu Marae. It is situated midway along the tribal territory and is the common meeting-ground of the various subtribes of the Whanau Apanui Tribe when big functions take place. The work was made urgent by the fact that His Excellency the Governor-General was to visit the district towards the end of March. Tribal prestige demanded that the Marae be made a fit courtyard for the reception and entertainment of such a distinguished visitor, so that the work set out in summary hereto was undertaken and completed at a total cost of £92, and employed 16 men. Water-supply.—Under memorandum dated the 13th November, 1931, proposals and estimates for a water scheme to supply 592 acres of dairying land at Te Kaha were submitted. The estimates provided for the expenditure of £1,000 including the cost of supervision. The Scheme was authorized in December of the same year, but work did not commence till February, 1932. Labour was offered free, and comprised the construction of a reservoir with a capacity of 33,000 gallons, the laying of seven miles of pipe-line and connecting to cow-sheds and dwellings, and the construction of troughs. At the close of the 1931-32 financial year it was found necessary to extend the water scheme to include a further area of 53 acres, so that at 31st March, 1933, water was being supplied to 25 consumers, occupying a total area of 645 acres. The total cost at the close of the financial year stood at £1,132 2s. 5d., including cost of survey. The Secretary of the Te Kaha Dairy Company advised that the water was responsible for an increase of 20 per cent, in the supply from the Te Kaha farmers during the summer months of 1932. Buildings.—A store-shed, with a lean-to as an implement-shed, was erected as a depot at which requirements for the settlers may be received and stored, and from which they may be issued. The total labour cost of erection was £22, and 2 men were employed. Top-dressing.—Twenty tons of super was supplied for the top-dressing of 200 acres of old pasture in the spring of 1931, but since then no manure has been applied to old pastures. Haymaking.—This Scheme is very backward in this respect, and a conservative estimate of hay saved would be 20 tons.

TE KAHA DEVELOPMENT SCHEME.—ORETE SECTION. (See Plan 30, G.-10.) Report on Work done to 31st March, 1933. This Scheme is divided into two subsections—namely, (1) Orete Units for dairying, and (2) Orete No. 2 for sheep and cattle raising. w Contracts.—Contracts for work estimated to cost £680 12s. and providing employment for 23 men were submitted and approved, and subsidies amounting to £282 lis. were allotted. At 31st March 1933, the total sum of £420 13s. 6d. was paid for work done, and subsidies amounting to £125 16s. were paid or payable. The number of men actually employed was 38—individuals 12. Contract outstanding (Orete No. 2 only) amounted to £259 18s. 6d., subject to subsidies totalling £156 15s. Work.—Orete Units : This is set out, in the contracts schedule and summary hereto, and comprises t e clearing of 30 acres of scrub and the ploughing, discing, harrowing, and sowing of 328 acres, at a total cost of £350 10s. In addition, 108 acres were ploughed and sown and 60 chains (estimated) of fencing erected at no cost for labour. The total area pastured by the Scheme is 466 acres Milking will commence this coming season upon 366 acres of the above, and 129 springing heifers have been allotted to five units, four of whom will be new suppliers. The amount of hay harvested from the above area was 9 tons. No local administration costs were incurred , Moana Waititi gave his services as foreman free. Orete No 2 , : .P"; work ° n this block was confined to making the fences sheep and cattle proof, and at the end of the financial year £70 3s. 6d. had been spent on the work as set out in the summary hereto It might be mentioned here that the work did not commence till January of this year. A committee of management was appointed by the owners to supervise the work, and a shepherdmanager to 100 after the stock. 1

Unemployment contracts for work estimated to cost £2,338 17s. and providing for the employment of 183 men were approved, and subsidies amounted to £913 2s. 3d. were allotted. Tlie position at the 31st March, 1933, as shown by the schedule of contracts hereto is that a total sum of £1,934 19s. was expended, and the total amount of subsidies paid or payable was £675 Bs. lid. Contracts outstanding amounted to £411 135., and subject to subsidies totalling £237 13s. 4d. The total number of men employed on the various contracts was 205 —actual individuals 55. Work. Work commenced on this section of the scheme early in January, 1932. It was subdivided into two subsections, namely : — (a) Whangaparaoa Proper, comprising Whangaparaoa 1a (part) and Ib, and the Crown sections. (b) Whangaparaoa Units—namely, Hirina Waititi, Kuaha Waititi, and Honana Maioha. ior the purpose of this report the work on the two sections will be shown separately. Pastures— Whangaparaoa Proper: These are sufficiently established to warrant subdividing for dairying, and it is proposed to start three herds this season on a total area of 275 acres grass to carry 90 heifers. The balance of 68 acres good pasture and about 80 acres of rough pasture on No. 2 Flat will carry the weaner heifers for next year. Units : Two new sheds will be started this season on—(1) Kuaha Waititi (861 acres grassed) 30 heifers ; and (2) Honana Maioha (54 acres grassed), 20 heifers. Other Work— Whangaparaoa Proper: Pulling down old wool-shed and blacksmith shop and dismantling yards. The timber has been cut up, and, with the good iron, is to be used for cow-sheds Buildings. Whangaparaoa Proper : These comprise the landing-shed purchased for £30 and now used as a store-shed for materials and supplies other than grass-seed ; gram-store (iron building) now grass-seed depot; store and post-oflice, stables, and cottage. With the exception of the storeshed, the remaining buildings were purchased or transferred from the Crown.
