Ordered, "That Standing Order No. 211 be suspended, and that a Committee consisting of nineteen members be appointed to consider all petitions, reports, returns, and other •documents relating to affairs specially affecting the Native race that may be brought before the House this session, and from time to time report thereon to the House; with power to call for persons and papers ; five to be a quorum : the Committee to consist of Mr. Field, Mr. A. Petitioner prays that a reserve set aside for the Ngatimutunga hapu in the Taranaki District may be exempted from the operation of the West Coast (North Island) Settlements Reserves Act, and the land handed over for the owners to manage for themselves. I am directed to report that the Committee recommends—, (1.) That the Government should instruct the Public Trustee to conserve the interests of the Natives occupying the land ; (2.) That the balance of the reserve, beyond that now occupied by the petitioners' hapu, - should be granted as intended in the original award ; and (3.) Petitioner prays that an award, by the West Coast (North Island) Commission, of 3,000 acres of land, made in 1867, to the Ngatimutunga Hapu, may be carried into effect. I am directed to report that, as it appears that the land set aside to meet the award referred to has been otherwise disposed of, the Committee strongly recommends that the Government should allocate other land equal in value to the 3,000 acres which should have been given to Ngatimutunga, and hand the same over to the survivors of that hapu. 4th August, 1903.

Petitioners complain that the partition of the Tahora 2a Block, Opotiki district, was improperly carried out at a Court held at Gisborne, in their absence, and through the misrepresentation of an interested party. I am directed to report that the Native Affairs Committee, to whom was referred the abovementioned Bill, has duly considered the same, and is of opinion that it should be allowed to proceed, subject to the amendments as shown on a copy of the Bill attached hereto, and that the evidence taken be printed. (See 1.-3 a.) The Committee, having taken evidence on the subject, recommends that no legislative action be taken by the Government this session with regard to agreements between Europeans and Maoris relating to timber. 10th November, 1903.

Final Report. I am directed to report that the Native Affairs Committee held its final meeting of the session this morning. Including sixty from former sessions, the Committee had 184 petitions referred to it. Of these 105 have been fully considered and reported on; the remaining seventy-nine, as per attached schedule, are unavoidably held over. The Committee had also the undermentioned Bills referred to it, and duly considered and reported on the same: The Native Townships Amendment, the Poukawa Native Reserve, the Maori Land Laws Amendment, the Maori Councils Amendment, the Native Land Rating. Evidence was taken in connection with that portion of the Maori Land Laws Amendment Bill relating to timber agreements between European and Maori, and the same has been printed. (See Appendix to Journals, 1.-3 a.). 18th November, 1903.
