LAND COMMISSION (MINUTES OF PROCEEDINGS OF THE).

Laid on the Table of both Houses of the General Assembly by Command of His Excellency.

Dunedin, Friday, 17 th February, 1905. The Commission met at the Land Office at 10 a.m. Present: Messrs. McKerrow (Chairman), Matheson, Anstev, Hall, McCardle, and Paul. Publicity of Proceedings.-gloved by Mr. Anstev, seconded by Mr. Matheson, and carried, That the proceedings of the Commission be open to the Press, with the understanding that discussions are taken in Committee at the discretion of the Commissioners. The hour of 9.10 a.m., 18th February, was fixed for the start per express for Invercargill.

Invercargill, Monday, 20th February, 1905. The Commission met at 10 a.m. Present: All the Commissioners except Mr. McCutchan. The itinerary for the Counties of Wallace and Southland was fixed. The minutes of the previous meeting were read and confirmed. It was resolved to advertise the itinerary in the Invercargill papers, and later in the country papers, and to have it posted up in handbills at all post-offices and railway-stations. It was resolved that Mayors and County Chairmen of the district be invited to attend and give evidence. Invercargill, Tuesday, 21st February, 1905. The Commission met at 10 a.m. Present: All the Commissioners except Mr. McCutchan. The minutes of the previous meeting were read and confirmed. The Secretary reported that he had arranged with the officers of the Postal and Railway Departments to distribute and display five hundred handbills of the itinerary. The following witnesses were heard : Messrs. Scandrett, Hilton, McQueen, Mclnerney, and Gibson. Invercargill, Wednesday, 22nd February, 1905. The Commission met at 10 a.m. Present: The whole of the Commission. The minutes of the previous meeting were read and confirmed. Copies were handed to the reporters of the report and recommendations of the Conference of Land Hoards held in Wellington last December. The following witnesses were heard: Messrs. Hay, Kinross, and Mclntyre. Invercargill, Thursday, 23rd February, 1905. The Commission met at 10 a.m. Present: All the Commissioners. The minutes of the previous day's meeting were read and confirmed. The following witnesses were heard: Messrs. Haughton, McLean, O'Connor, and Thompson. The Commission adjourned at 3.40 p.m., and proceeded, according to the itinerary, at 4.30 to Orepuki. Orepuki, Friday, 24th February, 1905. Invercargill, Saturday, 25th February, 1905. The Commission left Orepuki at 7 a.m., arrived in Invercargill at 10, and met at 10.30, all the members being present. The minutes of the previous meeting were read and confirmed. The following witnesses were heard: Messrs. Murchison, Driscoll, Osioni, Miller, and Fyffe. The Commission adjourned at 12.30, and proceeded to Stewart Island in the afternoon, arriving at Oban at 5.45 p.m.

Oban, Saturday, 25th February, 1905. The Commission met in the Athenaeum at 7.30 p.m. Present: All the members except Mr. Hall, who was absent on sick-leave. The following witnesses were heard: Messrs. Traill, Robertson, Fletcher, and Swan. The minutes of the previous meeting were read and confirmed. The Commission adjourned at 9.10 p.m. Paterson's Inlet, etc., Sunday, 26th February, 1905. The Commission, starting from Oban at noon, returned by Paterson's Inlet to the Bluff and Invercargill. Merivale, Monday, 27th February, 1905. The Commission left Invercargill at 8.55 a.m. for Otautau, arriving there at 11.20, and spent the rest of the day driving to the Waiau Bridge and visiting the Merivale Settlement, getting back to Otautau at 8.45. Otautau, Tuesday, 28th February, 1905. The Commission met at 10 a.m. Present: All the members except Mr. Forbes, who was absent on leave. The minutes of the last meeting were read and confirmed. The Commission reached Invercargill at 3.30 p.m.; held a meeting and considered the ballot system at considerable detail, after an exhaustive description by Mr. Hay, Commissioner of Crown Lands for the Southland District. The Commission met at 9 a.m. Present: All the Commissioners except Mr. Forbes, absent on leave. The evidence of Mr. Fraser was taken. Messrs. Matheson, McCutchan, and Johnston were delegated to see the country at the head of Lake Wakatipu, and report to the Commission. Resuming, the following witnesses were heard: Messrs. McKenzie, George, Segar, and Mcßride. . The Otago itineraiy was further considered m Committee. The Commission adjourned at 2 p.m., and drove round the district to Baird's homestead and back. . _ - „ It was moved by the Chairman, seconded by Mr. Johnston, and carried, That the Commissioners thank Mr. Hay, Chief Commissioner of Crown Lands for the Southland District, for the courtesy he has shown' to the Commission during its visit to his district, and the information he has been good enough to supply, and instructs the Secretary to forward him a copy of this resolution. Aurowtown, Saturday, 11th March, 1905. The Commission left Queenstown at 6.30 a.m., and met at Arrowtowu at 9.30. The minutes of the previous meeting were read and confirmed. Mr. Preston was heard. The Commission adjourned at 9.15. Pembroke, Saturday, 11th March, 1905. The Commission left Arrowtown at 9.30, and, travelling by the Cardrona Valley, reached Pembroke at 6 p.m., and held a meeting at 7.30. The minutes of the previous meeting were read and confirmed. Queenstown, Friday, 10th March, 1905. The Commission met at 9 a.m. Present: All the Commissioners except Mr. Forbes, absent on leave. The evidence of Mr. Fraser was taken. Messrs. Matheson, McCutchan, and Johnston were delegated to see the country at the head, of Lake Wakatipu, and report to the Commission. Resuming, the following witnesses were heard: Messrs. McKenzie, George, Segar, and Mcßride. The Otago itinerary was further considered in Committee. Cromwell, Monday, 13th March, 1905. The Commission, leaving Pembroke at 7.30 a.m., lunched at Queenstown at 12, and reached Cromwell at 3 p.m., sitting at 3.30. Present: All the members of the Commission except Mr. Johnston, absent on urgent private affairs. The minutes of the previous meeting were read and confirmed. The following witnesses were heard: Messrs. McWhirter, Werner, Cockburn, Holden, Jackson, Ritphie, Home, and McCreagh. Correspondence was disposed of in committee, and a further portion of the itinerary settled. The Commission adjourned at 9 p.m.

Clyde, Tuesday, 14th March, 1905. The Commission left Cromwell at 7.30 a.m., and met at Clyde at 9.45. The minutes of the previous meeting were read and confirmed. The following witnesses were heard: Messrs. Farsander, Sheeby, Pilcher, Naylor, Mac Arthur, Fache, and Cuthbertson. Some fine fruit was forwarded for the Commission by Mr. Sheeby, who was suitably thanked before the close of the meeting by the Chairman. Wednesday, 15th March, 1905. The Commission, starting early from Alexandra, arrived at Ophir (Black's) at noon, and met at 2 p.m. Present: All the Commissioners. The following witnesses were heard: Messrs. Arnean, Nikolsen, Pibches, Ramsay, Mannery, Truedale, Laidlaw, and Wilson. The minutes of the Clyde and Alexandra meetings were, after discussion, confirmed. The Commission adjourned at 9 p.m. St. Bathan's, Thursday, 16th March, 1905. Starting from Ophir at 7.30 a.m., the Commission arrived at St. Bathan's at 11. Oii the way Mr. Wilson met the Commission on the boundary of his farm opposite Matakauri, ml pointed out the irrigation-work in which he has been engaged for some years past on his homestead and small grazing-run, and drew attention to his stock, illustrating his evidence of the previous evening. The place greatly impressed the Commission as an example of successful irrigation. The Commission met at noon. The following witnesses were heard: Messrs. Waipiata, Saturday, 18th March, 1905. The Commission left Naseby at 8 a.m., and met at Waipiata at 10 a.m. The following witnesses were heard : Messrs. Logan, Glendinning, Neder, Scott, McSkilling, and Mathias. The Commission adjourned at 12.20, and proceeded by train to Dunedin. MIDDLEMARCH, MONDAY, 20TH MARCH, 1905. The Commission left Dunedin by train at 7.45 a.m., arriving at Middlemarch at 10.47, and met at 11. The following witnesses were heard : Messrs. Hanson, Mason, Hay, and Moymhan. The itinerary for North Otago was considered and adopted in committee. The minutes of the Naseby and Waipiata meetings were read and confirmed. The Commission adjourned at 1.30, getting back to Dunedin at 5.43. Dunedin, Tuesday, 21st March, 1905. The Commission met at 10 a.m. _ The following witnesses were heard: Messrs. Donald Reid, Livingstone, Dallas, Barrie, Mackenzie, Hannan, and Atkinson. The Commission adjourned at 4.45 p.m. Owaka, Wednesday, 22nd March, 1905. Young, Baley, and Laiolan. ( A motion by Mr. McLennan, for the examination at the present stage of Mr. Ranger O Neil, was lost on the voices. The Commission adjourned at 5 p.m., and reached Balclutha at 6.30 by special tram.

Balclutha, Thursday, 23rd March, 1905. The Commission visited the Barnego Settlement at 7 a.m., and met at 9 a.m. Present: All the Commissioners except Mr. Hall, absent on sick-leave. The minutes were read and confirmed of the following meetings at Wellington: 27th, 28th, and 30th June, and 1st, 3rd, and 5th July. Moved by the Chairman, seconded by Mr. Johnston, and carried, That the members of the Land Commission wish to place on record their sense of the valuable assistance and courtesy accorded to them by the Commissioners of Crown Lands of the several districts in the colony, and of their officers with whom they came in contact. Moved by Mr. Hall, seconded by Mr. McLennan, and carried unanimously, That a hearty vote of thanks be passed to Mr. McKerrow, as Chairman of the Commission, for his able and valuable services. This was supported by each individual member of the Commission, and replied to by the Chair. Votes of thanks were passed to other officers of the Commission, and the minutes were finally dealt with. The report was approved as typewritten, and handed to the Chairman to be conveyed to HisKxcelleney the Governor.
