Petitioners pray for restitution of certain land at Huatau, Hokianga district, which they allege to have been taken in excess of the area sold to the Crown. I am directed to report that the Committee recommends that this petition be referred to the Government for favourable consideration. 13th July, 1898.

No. 231, 1897.—Petition of Maewa Hakieangi and 6 Others. Petitionees state that they are absolutely landless, and pray for relief. I am directed to report that, as the Government is now considering the question of landless Natives, it is recommended that this petition be referred to them for favourable consideration. 13th July, 1898.

No. 139, 1897.—Petition of Maata Kihirini. Petitioner prays for another hearing in regard to Mahanga No. 2 Block, district of Te Wairoa, Hawke's Bay. I am directed to report that the Committee has no recommendation to make with regard to this petition. 13th July, 1898.

No. 27, 1897. —Petition of Meiha Keepa te Eangihiwinui (No. 1). Petitioner prays that certain evidence refuting statements of witnesses before the Horowhenua Eoyal Commission may be laid on the table of the House. I am directed to report that, as all the evidence relating to Horowhenua up to the Bth April, 1897, was laid on the table last session, and as the remainder is now being printed for the same purpose, the Committee has no recommendation to make. 13th July, 1898.

No. 344, 1897. —Petition of Mbiha Keepa te Eangihiwinui (No. 2). Petitioner prays that he maybe heard, by his counsel, at the bar of the House in opposition to the Horowhenua Block Act Amendment Bill. I am directed to report that, in consequence of the death of the petitioner, the Committee has no recommendation to make. 13th July, 1898.

No. 260, 1897.—Petition of Wi Kingi Hoei and 5 Others. Petitioners pray that legislation may be passed to enable them to obtain their rights in Pourewa Island (Tolago Bay). I am directed to report that the Committee recommends that this petition should be referred to the Government for inquiry. 15th July, 1898. [Teanslation.]

I am directed to report that the Committee finds that the petitioner's case was exhaustively gone into by the Native Affairs Committee in 1892 and 1894, and also by a Committee of the Legislative Council in 1896, all the resulting recommendations being strongly in favour of the petitioner's claims; and the Committee, having again heard the petitioner in reference to his application, now recommends his case to the urgent and favourable consideration of the Government.

No. 45.—Petition of William Humphries. Petitioner prays that he be compensated for losses incurred in connection with certain transactions in Native lands (Baimoiti, Eatahangai, and Purakau Blocks, Taranaki District), such loss having occurred through defects in the law; also that further legislation be passed to validate certain titles to Native lands acquired by himself and others. I am directed to report that this petitioner's claim was considered in 1896, and in consequence of recommendations then made legislation was passed to give redress, but owing to the Supreme Court having decided that such legislation was insufficient the petitioner did not gain relief. The Committee recommends that further legislation be introduced this session to give the petitioner the relief prayed for. 2nd August, 1898.

No. 287, 1897. —Petition of J. Beown and Another, for the Kauri Timber Company (Limited). Petitioners claim to have purchased the lease of Kuaotunu No. 3 Block, originally held by William Meikle, which gives the right to remove all the kauri and other timber from off the block, and state that through the action of the Government in purchasing the freehold they have been deprived of their rights ; they pray that these rights be restored, or adequate compensation granted in lieu thereof. ■ I am directed to report that the Committee is of opinion,— 1. That the Kauri Timber Company's claim to have the legal right to the timber on Kuaotunu No. 3 Block has not been sustained. ' «i 2. The Bast Coast Native Land Boaed Bill. The Native Affairs Committee, to whom was referred the above-mentioned Bill, has duly considered the same, and has directed me to report as follows : — That it is not advisable to create any special Board for the administration of the lands formerly held by the New Zealand Native Land Settlement Company (Limited), but instead (if such powers do not at present exist) a Bill be introduced granting power to trustees to dispose of such of the lands now held in trust by the Hon. James Carroll and Mr. Wi Pere, Ms.H.E., as will liquidate the debt now owing to the Bank of New Zealand; that, after paying such debt, all land remaining unsold be dealt with by special Act in such manner as may be recommended by the Validation Court after ascertaining the wishes of the beneficiaries; and with a view to the introduction of the necessary legislation the present Bill be not proceeded with. 16th September, 1898.

Petitioners object to the finding of the Appellate Court in regard to Poukawa Eeserve, Te Hauke, Hawke's Bay District, and pray that legislation may be passed to enable a further hearing of the case. I am directed to report that, owing to the large amount of business before the Committee, it is impossible at this late stage of the session to deal conclusively with this petition, but, in view of the difficulty in deciding questions of the nature stated therein, it is suggested that the Chief Judge of the Native Land Court should cause a case to be stated as to the Native custom in circumstances similar to those involved in the petition, and submit the same to the Native Land Court Judges under the provisions of section 43 of " The Native Land Laws Amendment Act, 1895." 26th October, 1898.

Petitionee alleges that a reserve of 1,000 acres, called Pukereretu, near Feilding, should have been set aside for herself and younger sister from the sale of the Eangitikei-Manawatu lands, and prays for inquiry and relief. I am directed to report that there is evidence that the petitioner applied to the Commissioner for this reserve, but her application was not given effect to. In the opinion of this Committee the Government should favourably consider the matter by holding an inquiry. 3rd November, 1898.

The Landless Natives Bill. The Native Affairs Committee, to whom was referred the above-mentioned Bill, has directed me to report as follows : That this Committee is of opinion this Bill is of too important and debatable a character to be dealt with at this late stage of the session, and it recommends that the Government should, during the recess, ascertain the number of landless Natives in each district, and obtain such other information as will enable Parliament to deal with a measure covering the question, which in the opinion of the Committee should be brought forward at the beginning of next session. 3rd November, 1898.

The Native Lands Settlement and Administration Bill. The Native Affairs Committee, to whom was referred the above-mentioned Bill, has directed me to report that, after taking evidence at considerable length from Natives, representatives from all parts of the colony, in reference to the questions involved, it is found impossible, at this late period of the session, to give due consideration to the measure ; it is therefore recommended that the Bill be allowed to stand over till next session, and in the meantime all evidence taken in connection therewith be printed. 3rd November, 1898.

Final Ebpoet. I have the honour to report that the Native Affairs Committee held its final meeting of the present session this morning, being the fifty-ninth. With the 53 petitions held over from last session, the Committee had before it 150 petitions. Of these 103 have been reported on ; the remaining 47 are unavoidably held over. (See accompanying list.) The following Bills were before the Committee and after due consideration reported on: The East Coast Native Land Board Bill, the Native Lands Settlement and Administration Bill, the Landless Natives Bill. In connection with the Native Lands Settlement and Administration Bill the Committee took a large amount of evidence, which will appear in the Appendices to the Journals. (See 1.-3 a.) Before closing the following resolution was passed, and I was instructed to report the same, viz. : " That the Committee desires to draw attention to the necessity of providing better accommodation than has hitherto been the case for the transaction of business in connection with Native affairs, and it is recommended that a room of extra dimensions should be set apart for the Committee and separate rooms for the interpreters and Native witnesses." 3rd November, 1898.
