Sheep Inspector's Office, Wellington. Sib, —I have the honor to forward my report for the year ended 31st December, 1878. The number of sheep in the "Wellington Subdivision on. Ist January, 1878, amounted to 118,5(59 over six months old. The assessment at -J-d. each amounts to £247 Os. 4-i-d., being an increase over last year of 6,805 sheep, and assessment of £14 3s. G|d. There is still the sum of £2 7s. Gd. owing on this return by Natives residing on the West Coast of the district. In the early part of last year there were three flocks infected with scab ; but I am pleased to report now that the flocks are all clean, and the subdivision is perfectly free from scab. Sheep Inspector's Office, Blenheim. Sir, —I have the honor to furnish my report for the year ended 31st December, 1878, and enclose return, being the only one which the law at that date required, of the number of sheep actually shorn in the District of Marlborough during that period. From this it will be seen that the total number of sheep shorn was 707,100, as against a total of 681,144 in the previous year. I anticipate the returns which I shall forward you under the new Act will show a considerable increase, from the fact that all sheep above three mouths old will be included therein. During the year 187S, 14,420 sheep were introduced into the district overland from the Amuri and Canterbury Province, 1,500 were exported to Nelson, and about 25,000 were absorbed by provincial consumption and boiling-down. The lambing during the year was very poor, and did not exceed an average of 30 per cent. The principal part of the district being of a nature ill adapted to the surface sowing of English grasses, but little was done hitherto in this respect. A considerable outlay in fencing has been caused, consequent upon " The Sheep Act, 1878," coming into force, which will doubtless have most beneficial results. The average number of sheep clean during the year would not exceed 50,000, which shows little or no marked improvement as compared with the previous four years. I have, <fcc, 11. H. Sheep Inspector's Office, Christchurch. Sin, —I have the honor to forward a report upon the state of the flocks in the Sheep District of Canterbury for the year ending 31st December, 1878. The approximate number of sheep on that date is 3,350,000. Of these, 1,750,000 were depastured on freehold land and 1,000,000 on runs, agaiust a return of the previous year of 1,411,510 on freehold land and 1,837,738 on runs. The Hocks in the district continues free from scab ; and 1 have every hope that with duo watchfulness they may remain so ; but the extreme length of the northern boundary, and the state of the Hocks in a considerable portion of the Ainuri Subdivision, is a constant source of anxiety. Considerable danger may at any time arise should sheep purchased in Canterbury be taken to the Amuri for the purpose of stocking country north of the Waiau-au River, as their tendency will be to make back to the country on which they were bred. With respect to this, I may mention that the Amuri Inspector has received the strictest instructions to exercise the greatest vigilance in carrying out clause 46 of " The Sheep | Act, 1878," which provides that no sheep shall be driven through any infected run. I regret to say that a considerable number of the long-woolled sheep are more or less affected wyh lice, but I trust that, with the power given under clause 68, " Sheep Act, 1878," and which is being exercised by the Inspectors, I may be able to report more favourably in this respect next year. Attention is again drawn to the largo area of Crown lands alienated in the past twelve months, from which cause a large increase in the number of sliccpowners may be looked for, and also to the division of many estates into properties of smaller size, which necessitates an increase of work to the staff of Inspectors. No. 79/149. Sheep Inspector's Office, Dunedin. Sib, —I have the honor to forward, for the information of the Grovernment, the annual return of the number of sheep in the Otago District for the year ending the 30th September, 1878. Owing to the severity of the winter, it was impossible to procure the returns at the usual time, and I was compelled to await the shearing tallies from the Southland Subdivision before compiling the report. Many of these are only now to hand, shearing operations being late in that portion of the district where the casualties are heaviest. Although the present return may give an approximate of the number of sheep in the district, I fear that a discrepancy will appear when the return under the present Act becomes due, which will give the correct total. Of those owners who furnished approximate returns during September, many have found their losses to be much greater than they anticipated. The returns show a total of three millions four hundred and eighty-two thousand six hundred and sixtythree (3,482,GG3) sheep, being a decrease, as compared with the returns for the previous year, of four hundred and forty-fire thousand eight hundred and thirty-seven (445,837). There are depastured on freeholds, one million three hundred and forty-eight thousand nine hundred and forty-nine (1,348,949) ; on runs, two millions one hundred and nine thousand two hundred and eightv-nine (2,109,289) ; on hundreds, twelve thousand seven hundred and three (12,703) ; and on commonages, eleven thousand seven hundred and twenty-two (11,722).

The above-mentioned decrease is to be accounted for.by losses mainly attributable to the continuous snow-storms of last winter. In some places the ground was under snow for a period of ten weeks, the result being that in many cases there is a deficiency of 50 per cent, on the previous returns. The total imports for the year amount to thirty-eight thousand eight hundred and six (38,806) ; this number includes one hundred and seventy (170) stud sheep from Victoria, and five (5) from Tasmania, the remainder coming from Canterbury. The exports from Otago number twenty-four thousand four hundred and sixty-seven (24,467), all to places within New Zealand. In the meat-preserving establishments seventy-four thousand five hundred (74,500) were used during the year. Sheep Inspector's Office, Dunedin. Sir, —Referring to my letter, No. 79/149, forwarding the annual return for 1878, and to the large decrease in the number of sheep in the Otago Districts since the previous year, I have the honor to submit for your information the following statement, from which it will be seen that, although the sheep depastured on runs do not double the number on freeholds, the losses on runs are more than seven times those on freeholds: — 1877. 1878. The losses on freeholds are to be accounted for by the severe snow-storms followed by floods in the spring; but the fact is only too apparent that, where the country is most infested with rabbits, there, the greatest loss has taken place. To exemplify this, Southland Subdivision (in which, so far as I can ascertain, no portion of the runs have been taken for sale or settlement under the Deferred-Payment or Agricultural Lease Regulations since 1876-77) is far worse infested than any other part of the district, and there, out of an aggregate of 768,000 in 1876-77, very little more than 600,000 are returned for 1877-78, or a loss of 150,000, leaving the remaining loss of 300,000 for the other subdivisions of Otago out of 3,000,000. 4—H. 9.

In country infested with the rabbit not only is the pasture soiled, but the constant disturbance of tho stock in destroying the pest enfeebled the sheep to such a degree that they were in no condition to withstand the unusually severe winter. From personal observation when in Southland during last month, I deem it, my duty to draw the attention of the Government to this evil, which has, without doubt, not only spread to such an extent as to have seriously crippled the pastoral interest in Southland, but is slowly and surely spreading throughout Otago proper. Where the country is well settled, and the land brought under cultivation, it is possible to keep the nuisance somewhat under control, provided there is not any bush affording them shelter ; but on a great portion of the runs, which can never be anything but purely pastoral country, it has reached such an extent that I am afraid is beyond being successfully grappled with. 1 may mention that on one property it is estimated that 30 men and 600 dogs are employed in the destruction of rabbits. What this means on a sheep-run needs no explanation, and a similar state of tilings exists on all runs where there are rabbits. It is to be expected that, as the leases of the runs expire, the present holders will naturally relax their efforts during the last year or two of their tenure, putting the loss in carrying capacity against the expenditure required to keep the rabbits down. Tho result will be that, when the time arrives for putting these tracts up for re-leasing, their value will be very seriously depreciated ; and I have no hesitation in saying that many of them will be almost valueless, unless some means are devised to check the evil. Possibly some good might be effected by offering bonuses for cheap and effective methods of rabbit destruction, either chemical or mechanical. I witnessed at the Castle Rock Station the use of bi-sulphate of carbon, which has been found very successful there ; and I believe that wherever burrows in stiff clay soil exist it will be very efficacious. There is great difficulty, however, in obtaining this chemical; but I am informed that plant is now on its way, so that it may be manufactured in the colony. Considering the iuterests involved, I deemed it advisable to report thus fully on the subject, rather than embody it in my letter referred to above. I have, &c, B. P. Sheep Inspector's Office, Dunedin, 6th May, 1879. BIH, —I have the honor to submit for your consideration the following departmental report on the different subdivisions of the Otago Sheep District, and suggesting an alteration in the present organization, which appears to me to be necessary fop the proper carrying out of the provisions of "The Sheep Act, 1878," and the regulations thereunder now received. The-Southland Subdivision comprises the extreme south and west of the Otago District, and is a very extensive one to work. I estimate it to contain about 7,000 square miles of country, a large proportion of which is taken up for agricultural and pastoral purposes; and there are about 160 owners, large and small, who are scattered throughout the whole area. tnvercargill, where the Inspector resides, is the terminus of the railway, and the Bluff tho first port of call for all steamers from the Australian Colonies. By these steamers, averaging one per week, stock is frequently brought, necessitating the Inspector being within reach, in order to inspect the same before landing. This important duty interferes very seriously with his general usefulness an supervisor of his district, without a thorough knowledge of which a considerable portion of the sheep assessment will be evaded. The most distant portious of this district will occupy, in the journey and return, from ten to fourteen dap, and the Inspector having so large a district to supervise, together with a port and railway terminus requiring constant attention, is placed in such a position that he must neglect either the port or his district, and, therefore, is rendered unable to carry out the regulations under the new Act for the guidance of officers. In order to remedy this matter I beg to recommend the appointment of an Inspector at the port of the Bluff, to act when the district Inspector is absent; such Inspector to be paid either a small annual salary, or at so much per inspection. The former plan would, I believe, be the most preferable. The Tapanui Subdivision is about half the area of Southland. The number of owners is 176, a large proportion of whom are small owners, and, as it is a large agricultural district, the number may be anticipated to increase annually. It is a difficult district to work, as very little rail traverses the district yet, and the roads in winter are nearly impassable: last winter they were so for weeks. The Nokoinai, Tuapeka, and Switzer's Gold .Fields are within this subdivision, and many of the small owners are adjacent to the mining centres, consequently the supervision of these is more expensive than the ordinary routine of duty. The Dunstan Subdivision is entirely inland, and is very extensive, being fully as large in area as Southland, and comprises the "Wakatipu, Dunstan, Mount Ida, Mount Benger, and Taiori Gold Fields. There are about 100 owners, the majority of whom are holders of large runs, there being at present comparatively few agricultural holdings. Owing to the physical features of the country, easy travelling is rendered impossible, and the difficulties experienced in working the district are very great. There is not yet any railway, and contingent expenses are heavy owing to the distance inland, this subdivision forming a considerable portion of thenorth boundary of the sheep district. The Oamaru Subdivision is about half the area of Tapanui, aud contains within its boundary about 115 owners. The Inspector has very important duties to perform, having charge of a port of entry, and also the most-used boundary-crossing with the Canterbury Sheep District, both by road and rail. His constant

supervision is rendered necessary owing to the large numbers of stock continually being introduced from Canterbury to Otago and vice vertd. The railway is of little use to the Inspector on his tours of inspection. With regard to the Dunedin Subdivision it is not much less in area than Oamaru, and contains about 220 owners (a larger number than in any other subdivision), most of whom, however, are small owners on freehold. It is the largest agricultural district, and the depot for most of the stock arriving from elsewhere. The subdivision is in charge of the Chief Inspector, uud being traversed by railway, and the roads generally in good condition, greater facilities are afforded in the work of supervision than in other parts of the district. In the Port Chalmers Subdivision there are 31 owners, and as it is the chief port of entry for the whole district, the constant attention of the local Inspector is required. In conclusion, I have to state that the district having been clean for some years, and there not being any rate to collect under the laws lately in operation, the Inspectors were not required to leave their headquarters, except when called upon for the purpose of granting certificates for travelling stock, or on duties connected with Ihe office of Kangers under the Crown Lands Department, and in mustering stock on hundreds and gold fields commonages for the purpose of levying assessment for grazing, on which duties travelling expenses were allowed. Under the Act now in force, and the regulations thereunder, it is incumbent upon them to visit periodically every portion of their subdivisions in order to become thoroughly acquainted with the condition of the flocks and with the changes of ownership ; and the Inspectors will also have to collect the rate under the Act.
