ASSEMBLY AT STRASBOURG

COMMITTEES BEGIN WORK PARIS, Aug. 22. The European Assembly in Strasbourg to-day began the detailed work of drawing‘up a programme which may determine its success as the first European Pariiament. The Assembly met briefly to approve the organisation of its six committees, and adjourned to allow the committees to meet and start work on concrete plans for the Assembly’s consideration. The Chancellor of the Duchy of Lancaster (Dr. Hugh Dalton) protested at the Assembly meeting this morning about the slow progress which had been made. The principle of colloe:ive responsibility for the maintenance of human rights and fundamental liberties was accepted to-day by 11 votes to five in the Legal Committee of the Assembly.
