REHABILITATION APPOINTMENT. (P.A.) WELLINGTON, July 7. The Prime Minister (the Rt. Hon. P. Fraser) announced to-day that, arising out of the passing by Parliament recently of the External Affairs Act and the Island Territories Act, he had, on appointment by the GovernorGeneral, assumed the offices of Minister of External Affairs and Minister of Island Territories, the duties in connection with which he had already been performing. Mr Fraser also said that the Gov-ernor-General had been pleased to appoint the Hon. H. G. R. Mason as Native Minister and the Hon. J. G. Barclay as Minister of Lands and Commissioner of State Forests. Both Mr Mason and Mr Barclay had been discharging the duties of these respective offices in an acting capacity since 1941. Mr Fraser added that he would shortly be recommending to his Excellency the appointment of Major C. F. Skinner as a member of the Executive Council. Major Skinner would bo appointed Minister of Rehabilitation, and the whole of his industry, energy, and ability would be confined to discharging the responsibilities of this most important post.
