ADEQUATE DEFENCE MEASURES. “IF THE BALLOON GOES UP” (Rec. 1.15) SINGAPORE, April 9. Vice-Admiral Sir Geoffrey Layton, Commander-in-Cliief of tho -China Station, stated: “If the balloon goes up hi tho Pacific will get powerful ro •inforcements and get them quickly, regardless of whether the United States come in with us.” Ho had not received or expected reinforcements for tho units at present safeguarding the Eastern soaianos and the Hongkong and Singapore bases, but in tho event of an emergency, units would come quickly enough and in sufficient strength to permit of effective defensive actions, while the full battlefleet could reach Singapore within two months. . Vice-Admiral Layton expressed the opinion that there would be no difficulty in accommodating any part of the United States Fleet at the Singapore Base.
