DRAWN IN AMERICA. THE COMPULSORY SYSTEM. (Received This Day, 12.35 p.m.) 1 WASHINGTOON, October 29. Mr H. L. Stimson (Secretary for War) drew the first number in _ the United States first peace-time national conscription lottery, which will decide the order under which men from 21 to 36 will be called up for military training. The first number drawn was 158. President Roosevelt opened the ceremony by saying: “We are mustering all our resources of manhood, industry and wealth to make .jjhe nation strong ■in defence. In the considered opinion of Congress this lottery provides the most democratic and efficient means of mustering manpower.” He emphasised that the democratic army of the United States would exist for one purpose only, the defence of American freedom.
