DISINCLINED TO PAY.

PLAINT BY MR RANSOM. (Per Press Association). i DUNEDIN, This Day. The Minister of Lands (the Hon. E;. A. Ransom) had a short conference with the Land Board this morning. Referring to irrigation and drainage payments, the Minister said that many people who were in a position to pay were showing such disinclination to meet their obligations in that respect that the Government was not encouraged to provide such works. Mr Ransom will go to Otago Central to-morrow.
