IMPARTIALITY ASSURED. CORTES TO BE BICAMERAL. MADRID, Feb. 24. My Ministers belong to all sections of Monarchists. Count Romanones and others belong to the Left. General Bereuguer is no party man. Impartiality is assured. I shall first hold municipal, then provincial, finally legislative elections, for the bicameral Cortes, as the history of Parliamentarism shows that a single, chamber is inclined to abuse its power."
