RUSSIA AND TURKEY AGREE. (United Press Association —Copyright). CONSTANTINOPLE, March 9. The Turkish Foreign Minister and the Russian Ambassador have signed a protocol providing that neither country shall construct war vessels intended to reinforce the naval squadrons in the Black Sea and adjoining waters without informing the other country six months ahead.
