MAIN HIGHWAYS.

MEMBERS TO MEET BOARD. The Ashburton Borough Council met last evening, when there were present the Mayor (Mr R. Galbraith), Messrs W. H. Woods, F. Z. D. Ferriman, TV. H. Bundle, J. Thompson, J. McElhmney, R. Kerr, F. W. Seldon, John Watson, R. A'. Collins, and F. J. E. Smallbone. , , ~ , The financial statement showed that receipts since the previous meeting had totalled £3220 11s 6d, the chief item being rates £2942 4s 4d, licenses £65 9s 9d, and extraordinary water supply £lOl 7s 6d. Seasonal greetings were received from the Wellington City, Riccarton, New Brighton, Dunedin, Waimate, Borough Councils, and the Mackenzie, Heath_cote, and Levels County Councils. These were heartily reciprocated. ‘Several copies of a booklet entitled, ‘“American Problems,” a lecture given 3>y Mr J. E. Strachan (president), after ,ii visii to the United States, were foruvardetj by the- secretary of the Canterbury Progress League. The Public * Works Department (Christchurch) notified that members of the Main Highways would pass through Ashburton on January 30, Qfl their way to Timaru, and would be pleased to meet the Council to- discuss any matters relati. g to main highways.. The Mayor, and Messrs Woods and Kerr (representing the Finance and Works Committees) were appointed to meet the members.

The following, remit sent in by the Stratford Borough Council for discussion at the next conference of the Municipal Association, wqs received from the Town Clerks’ Association for -discussion: —“That all receipt forms required by municipalities be requisitioned for through the Audit Office.” It was pointed out that if this suggestion were brought into force the Audit Office would Jiave a complete check on all receipt forms issued, and would simplify the work of that office* The Town Clerk (Mr W. (Patterson) said he was not keen regarding the suggestion, which had been rejected at the last conference.

It was decided to reply that the Council could no-t accede to the request as no advantage, would be gained by its adoption. Detailed regulations regarding the Explosive and Dangerous Goods Amendment Act, 1920, were received from the office of the Chief Inspector of Explosives. The regulations dealt with petrol in kerbside pumps, and the conveyance of petrol by tank ears end in drums.

An application for a supply of water through a one inch pipe was received from the Southern Cross Glass Company of New Zealand, Limited, who estimated that their reuirements would amount to about 100,000 gallons a year. The application was referred to the Water Committee for a report. An invitation to be present at Lie Grey District Diamond Jubilee celeb rations was received from the Mayor of Greymouth, and was accepted. The Timaru Borough Council wrote convening the next conference of local authorities in the Heavy Traffic District No. 17, for 2 p.m. on January 27, at the Council Chambers, Timaru. The Mayor and Town Clerk were appointed to attend the conference. The Department of Agriculture (Christchurch) wrote that Mr G. B. Williams, of Dunedin, had been appointed meat inspector and abattoir manager at Ashburton, to replace Mr T. J. Buckton, retired. Senior-Sergeant H. Martin, officer in charge of the Ashburton Police District, wrote drawing attention to the fact that a taxi proprietor was charged and duly convicted of having suffered a building to be used for the purpose of keeping liquor, to wit, five gallons of beer Without casting any reflection, or in any way dictating to the Council, the Senior Sergeant was -of the opinion that the man, who is licensed, should not be allowed to carry on as such. It was a matter entirely j for the Council, but he intended to report all cases where licensed persons are concerned in such cases.

A similar communication in respect of another taxi proprietor, who, was convicted for failing to be in possession of an order for conveying liquor for a certain person in the town, was received from SeniorSergeant Martin. He added, that this was not a serious offence, the defendant no doubt having acted ignorantly. Both letters were held over till next meeting for consideration. The acting-manager of the Municipal Abattoir notified that the • following stock had been slaughtered during December:—Cattle 129, sheep 678 (two condemned), lambs 280, pigs 72, calves 4. Domain Board. Sitting as a Domain Board, the Council received the report of the Curator on work done in the Domain and reserves since the previous meeting. Applications for the use of the Domain for picnics were received from the following:—Belfast School, February 20; Pareora Freezing Works, February 11; West Christchurch School, February 17; Carew School, January 27.

The applications were granted, the Pareora picnic (500 people) to be given the top ground.

Cemetery Board.

As a Cemetery Board, the Council received the financial statement, receipts having totalled £36 i7s 6d. The credit balance was £3l 10s 3d.
