THE RIOTS AT SHANGHAI
DIPLOMATIC INVESTIGATIONS. FINDINGS NOT UNANIMOUS. (Per Press Association—Copyright.) (Reuter.) (Received This Day, 8.50 a.m.) PEKIN, December 29. The diplomatic corps has published a summary of the reports-of the Judicial Commissioners, together with that of the diplomatic commission which visited Shanghai in June to investigate the causes of the riots there.
The diplomats, in a preliminary statement, say that as no Chinese witness came forward the judges were unable to collect full and sufficient evidence and could not arrive at a unanimous decision. Each submitted his own decision.
The summary of the American report attaches some blame to Mr McEwen. Tho British and Japanese judges, on the contrary, do not attach blame to the police, stating definitely that none of tho police can be accused of negligence. Mr McEwen was not responsible for failing to anticipate the disturbance. Mr Evereon’s order to fire was justified.
