Delcasse had resigned owing to illhealth. . ■ , -v It was pointed put that various committees^ had warned the' Government in 'August of the danger of Bulgaria,cooperating with the enemy. ' The Government must assume responsibility" for' M. Delcasse's policy. M. Viviani, replied tliat any. delay had been due to the necessity of concerting plans to prevent a weakening of the Western front, where the final' decision would be given, also of coordinating plans with the Allies. He was unable to divulge the' details of these plans. •Confidence in the Government * was voted by the Chamber. y.-
