CAUSE OF THE CRISIS. (Per Press Association—Copyright.) LONDON, May 28. .3>P Dillon, writing to the "Daily Telegraph," says that want of tact on the part of a Dutch major, Sleys, was largely responsible for the crisis at Durazzo. The King did not inform the Cabinet of the measures prepared against Essad Pasha, who strongly mistrusted Major Sleys. The latter quitted Albania. The Dutch officers expected to crush the rising with the Malessoria's aid,''but were disappointed, and the King, alarmed by accounts of thousands of fanatical Moslems "at the city's gate, fled. The officials of foreign Powers shared in the panic in good faith.
