NATIVE LAND DEVELOPMENT. STATEMENT BY THE HON. SIR APIRANA T. NGATA, NATIVE MINISTER.

Presented to both Houses of the General Assembly by Leave.

This statement is in continuation of parliamentary paper G.-10, presented during the session of 1932 and covers the financial year ending the 31st March, 1933. Sectional detailed reports are dealt with in separate papers as follows : — G.-lOb : Relating to schemes in the Maniapoto (King-country) Section of the WaikatoManiapoto Maori Land District. G.-lOc : Relating to schemes in the Bay of Plenty Section of the Waiariki Maori Land District. Gr.—loe : Relating to the Ranana Scheme in the Aotea Maori Land District. It is proposed to deal in this way with groups of schemes in other districts, as data become completely available. The accounts published in the schedules to this statement have been prepared to show m as great detail as possible the expenditure on each scheme from the commencement thereof to the 31st March, 1933, and the receipts from collections under various headings—cream, wool, live-stock, unemployment subsidies, and other sources. Plans accompany the statement and schedules showing as far as possible the progress of each scheme to the 31st March, 1933, and the extent of pasturing, fencing, and other improvements. These figures were compiled by the field officers, who were instructed to cover the whole field of operations in their respective districts, and, while noting the progress of all work, the position of every farm or development activity, and the value of the assets on which loan funds were secured, to schedule also the requirements for the current financial year. The summary of receipts and expenditure given in the schedules shows that up to the 31st March, 1933, the gross expenditure was £86,532, of which the largest item was the purchase of dairy stock, £32,495. Other items of note were for the purchase of grass-seed and other seed, £9,432 ; of farm and dairy equipment, £5,958 ; of fertilizers, £7,794. The sum of £12,013 was expended in the purchase of fencing-material and in labour connected with fencing. Other notable labour items were for clearing, bushfelling, stumping, scrub-cutting, and cultivation, £5,285 ; and draining, £2,200. The sum of £3,836 was expended in the discharge-of liabilities of various units whose accounts were taken over, to which was added the sum of £3,000 paid to the Tokerau Maori Land Board as the first instalment on account of over fifty settlers hitherto assisted from the funds of that Board. In previous statements, the feature of self-help as a factor in the development of lands in the North Auckland District was emphasized. If the above summary of work done is considered in relation to the actual expenditure thereon this feature is very prominent, and it must be adjudged that the Maori settlers of the North have carried out a vast amount of development work with their own labour and created assets for State funds with the least possible assistance from those funds.

Motatau Base Farm. The accounts for this farm, which is in the Tokerau Maori Land District, are given separately in the schedules and show to the 31st March, 1933, a net expenditure of £4,132 on development work and stock, in addition to the cost of purchasing the leasehold, which is written down to £3,392. The farm has served the function of a stock-distributing station throughout the North. This policy has tended to cripple the dairying that has also been carried on at the farm. " B."—WAIKATO MANIAPOTO MAORI LAND DISTRICT. In the two previous statements the position in regard to the development schemes operating in this district were dealt with in great detail, so that not' only economic and financial factors might be clearly set forth, but also the tribal, traditional, and psychological factors which entered into the problems of the territory. 1. Watkato Group of 'Schemes. (a) Waipipi (Te Hakona) Scheme at Waiuku, which had been financed wholly by the funds of the Waikato-Maniapoto Maori Land Board up to the 31st March, 1932, was taken over by the Department, which paid £3,000 to the Board in reduction of its capital expenditure on the scheme. The balance is payable during the current financial year. The Board will continue, however, to carry on the Trading Account and will pay the profits to the Department periodically as well as interest on the Department's investment. There were five units occupying 2t2 acres grass, fenced and subdivided with 555 chains of fencing, with five cottages, five up-to-date cow-sheds and a central implement-shed. The stock carried comprised 108 cows, 5 bulls, 18 heifers, 40 calves, and a few sheep and working-horses. Except in the matter of water-supply and shelter, the five farms were well equipped. At the 31st March, 1935, the deh't of this farm stood at £5,992, which included £227 additional capital expenditure during the year. The Trading Account showed a surplus of £288. (b) Kaihau (Tahuna). —This scheme is still financed by the Waikato-Maniapoto Maori Land Board, whose capital expenditure at the end of March, 1933, stood at £5,862. This included capital expenditure during the year of £1,365 on further grassing, fencing, water-supply, building, and other development work and increase of stock and farm equipment. The Trading Account, after paying interest and maintenance charges, showed a surplus of £132. The five units on this scheme were reported to have cleared 352 acres, ploughed 334, grassed 320, of which 290 acres were manured. The fencing amounted to 698 chains and draining 77 chains. The stock carried comprised 134 cows with 6 bulls and a few heifers. The units' families were housed in six cottages, with four store and implement sheds and five cow-sheds. Te Puea Herangi, whose relationship to the development of Native lands among her people has been featured in previous statements, occupies one of the cottages and her husband is one of the units. (c) Onewhero.—This scheme is in four sections, on two of which good progress was made during the year, Onewhero proper and Opuatia. The progress on the Koheroa and Waikarakia Sections was not satisfactory, owing to disputes among the owners and the insufficient supply of implements.

The following is a summary compiled from the reports of the Development Officer showing the progress of work on the Onewhero Scheme as at the 31st March last: —

Summary of Development Work (Onewhero).

It should be noted that while a fair area was reported to have been cleared and ploughed on the Koheroa and Waikarakia Sections the areas grassed are less than half of the total ploughed, showing how backward the work was. The buildings oil most of the sections were of palings or raupo.

The stock reported on the sections were as follows : —

Tie statement of receipts and expenditure is combined for all sections of the scheme, and showed a gross expenditure to the 31st March, 1933, of £12,891 (including purchase of land). The receipts amounted to £1,144 to which unemployment subsidies contributed £23. (d) Waahi (Huntly). —This scheme is confined to areas near Huntly owned by the late Te Rata Mahuta and his three brothers, Tumate, Tonga, and Rauangaanga. The Development Officer's report on this scheme is worthy of being quoted : — " This scheme is confined to areas in the vicinity of Huntly owned by Te Rata Mahuta and his three brothers, Tumate, Tonga, and Rauangaanga. " The area occupied by Te Rata himself is referred to as ' Waahi,' and contains 69 acres 3 roods 9-3 perches. The property occupied at present by Tonga is known as ' Hukanui,' and contains 214 acres 2 roods 39-3 perches ; and that occupied by Tumate is ' Rotowaro,' containing 290J acres. " The inclusion of these areas under a development scheme, from a policy point of view, has been of incalculable importance not only to undertakings of a similar nature in theWaikato District, but also to districts beyond it where units, who accept the leadership of the Waikato chiefs, were in doubt as to what action to take. " In Waikato proper adverse comments against the new method of land-development have ceased to be heard, but rather a deluge of applications for the inclusion of their lands in the scheme is constantly received. " The area at Waahi occupied by Te Rata is mostly in fair pasture. He has, without charge to development funds, erected boundary-fences, repaired old ones, erected an up-to-date cow-shed, and also built himself a three-roomed cottage, whither he is wont to escape from the pa worries, to watch with keen interest the progress of the work on his dairy-farm. " A sowing of 6 acres in grass was made during March, and the take was very successful. The portion of the property fronting the road is utilized for planting potatoes, kumaras, and maize. Te Rata is now milking seventeen cows. All work done on the area is undertaken by a band of young men from the Waahi Pa, under the supervision of Taoha, a very capable Tcaumatua. " At Hukanui Tonga has a band of young men working under his younger brother Rauangaanga, and the transformation of what was once gorse and blackberry land into pasture is steadily neafing completion. As soon as this is done, it is proposed to divide the land into two dairy-farms. The northern end is to be occupied by Te Rauangaanga, and Tonga is to continue on the southern portion. At present Tonga is milking twenty-nine cows.

" Tumate Mahuta, on the Rotowaro area, has not been as fortunate as his brother in securing constant assistance from the pa. This is accounted for to a large degree by the fact that the property is isolated, being seven miles away, and that Tumate has no means of transport. With a herd of fifty cows to milk by hand, and only his wife to assist him, he finds very little time to attend to development work. He is fortunate in that he has over 100 acres of his area in grass and rough feed, and could rely on this to carry his stock. Undoubtedly, however, a reduction in his stock, by culling out his old cows, would be of material benefit to him." The section occupied by the late Te Rata Mahuta was purchased out of development funds, the costs standing in the books at £1,174. No further capital expenditure or maintenance charges have since been incurred by the Department. The expenditure on the other two units amounted to £862, reduced to £765 by receipts from cream and other sources. The total area in grass was 264 acres, the fencing 466 chains, and draining 46 chains. Some ploughing and cultivation of turnips was done. The stock consisted of ninety-four cows, eighteen heifers, and three bulls. There are on the properties four cottages (one a large dwelling) with store-sheds and two cow-sheds. (e) Waikato. —This scheme, which was approved on the Bth February, 1932, and eventually comprised an area of 770 acres, did not show much activity during the year, the expenditure, including the purchase of a leasehold area, amounting to £507. Four units received assistance, one a woman, who was reported to be keen and hard-working, doing her own clearing, ploughing, and fencing. Three units have commenced milking with twenty-three cows. (f) Okauia. —The blocks comprising this scheme are a few miles from Matamata Township. No development funds were expended on them during the year. The following is a summary of the expenditure and receipts of the schemes in this group

* Note.'—Trading Accounts are kept and financed by the Maori Land Board, which is required to pay maintenance charges, including interest, to both the Board and the Department. The surplus or deficiency is incorporated in the Capital Account. Taking the total as £26,047 from both sources of financial assistance, it is important to note that fifty-seven families are receiving assistance. They are occupying 1,978 acres of grassed land, on which 3,933 chains of substantial fences have been erected as well as cottages, store-sheds, and cowsheds, some of the latter equipped with milking-machines. Thirty-one units were milking 698 cows and had also bulls, heifers, and working-horses, to say nothing of implements. 2. Maniapoto Group. This group of schemes is dealt with in detail in a separate paper G-10b of the present session. Summary of Development Work and Stock.

Summary of Expenditure and Receipts, Maniapoto Group.

The cost per acre inclusive of buildings and stock was less than £7 an acre up to the 31st March, 1933. « c."—WAIARIKI MAORI LAND DISTRICT. In the statement presented during the session of 1932 the schemes in this district were arranged in two groups, (1) Rotorua and (2) Bay of Plenty. The latter group is dealt with in a separate paper, G.-lOc of the present session, but summaries are incorporated in this statement. 1. Rotorua Group. The following is a summary showing the expenditure and receipts of the schemes included in this group as at the 31st March, 1933 : —

Summary of Expenditure and Receipts.

This summary excludes the Taheke Scheme, which was financed by the funds of the Waiariki Maori Land Board up to the end of March, 1933. The accounts of Okere and Tikitere Schemes are subject to adjustments, owing to a rearrangement of the former Mourea and Taheke Schemes. No receipts are shown as credited to the Maketu Farm Account. A separate trading account was kept for that scheme, the surplus or deficiency on which would be transferred to the capital account. In the last year the deficiency was £134. The position of all schemes in the Rotorua district was discussed m detail m the statement G.-10, presented during the session of 1932. The following information may be added to bring the progress reports on the development work up to the 31st March, 1933 : — (a) Waipapa Bush,.—The following return of fencing and other material split in this bush and the distribution of the same up to the 22nd March, 1933, is supplied by the Rotorua office

What timber suitable for fencing remained in the bush was scattered, and could be made the most of only by a party of experienced post-splitters. Other timber suitable for building could not be used without a milling-plant, which was beyond the resources of the Department. (b) Horolioro.—Full details were given of the policy and progress of this scheme in its various sections from the inception to the end of the 1931-32 financial year. It has been pointed out in previous statements how difficult it is to synchronize progress reports of development work and statements of expenditure and receipts, for a lag in accounting or in assessing quantities of work would be bound to result in an understatement of expenditure or ail exaggeration of results achieved. This qualification is subject further in the case of the summary that follows to the fact that topographical surveys ordered by the Department were delayed by the inadequacy of the staff to cover the very wide field of operations in proper time. The summary is compiled from the topographical plans and reports:—

The extent of fencing shows that this is one of the main items in the development of pumice lands for the close settlement implied in dairying. The following table shows the material which came to charge in the period of the accounts : —

( c) Parekarangi. —The gross expenditure on this scheme to the 31st March, 1933, as shown in the schedules, was £12,242, reduced by unemployment subsidies and other receipts totalling £1,993 to a net expenditure of £10,249. The position of the development work at the same date was given by the Supervisor as follows :

In addition, 25,600 battens were split up to 31st March, 1932, and 18,200 in the following year, making a total of 43,800. Fencing material which came to charge in the accounts comprised 7,744 posts, 13,250 battens, 110 strainers, 405 cwt. of plain and barbed wire, and 33 cwt. staples. The land was stocked heavily with bullocks alternating with wethers to crush the fern and consolidate the ground and pastures, but this stock was held in the General Bulk Stock Account. At the 31st March, 1933, there were on the block 923 four-tooth wethers and 268 bullocks. The portion of the block under development is divided into fifteen paddocks corresponding to the number of proposed settlers. Of these, six are in occupation, all except two in shacks. (d) Peka Scheme. —Including £649 for the purchase of land (mostly Native leaseholds) the gross expenditure on this scheme to the 31st March, 1933, was £5,564, reduced by unemployment subsidies and other receipts totalling £508 to a net sum of £5,056. The development work done as shown by topographical survey was as follows —

Included in the cost of fencing material was a large quantity of posts held in a dump on this scheme for the use of other schemes in the district. The number of posts debited was 9,788, or approximately 6,000 more than was used or required for the fences on this scheme. (e) Brents' Farm. —The expenditure to the 31st March, 1933, was £630, not including the cost of purchasing the farm. A certain amount of fencing was done during the year, which cost £78. Maintenance items for the year, including rent, insurance, maintenance of buildings and implements, licks, and manure for top-dressing, amounted to £93, while management expenses were £24. An item for wages, £274, is subject to adjustment between this farm and the Bulk Stock Account. No allowance seems to have been made from that account for the use of the farm for holding stock, change for sheep and cattle from bush-sick lands, or the services of the Manager and farm hands in the working of bulk stock, sheep, and cattle. The Land Purchase Account was increased by £290 for the cost of freeholding part of the farm. (f) Taheke; (g) Olcere; and (h) Tikitere. —It is necessary to review these three schemes together in order to understand the position of the accounts. Prior to the 31st March, 1933, the lands now comprised in the above schemes were scheduled under the designations Mourea and Taheke. The latter was financed entirely by the Waiariki Maori Land Board out of its own funds. The Mourea Scheme comprised lands adjoining the Taheke Block on the north-east of Ohau Channel, being leaseholds and small freeholds purchased from one, Vaughan, amounting to 1,100 acres, and also lands on the southwest of the Ohau Channel in part Native land or Native leaseholds purchased from Vaughan and also freeholds purchased from Vaughan and Pethybridge, the total area south of the Ohau Channel amounting to 1,900 acres. During the year 1932-33 McDowell's Crown leasehold was acquired, although the transaction was not completed until the current year. This area was handed to a party of Waikato Maoris under Te Puea Herangi for development. It was decided to reorganize these schemes and to redefine the limits thereof for better working and also to take over such portions of the lands under the original Taheke Scheme, financed by the Board, as the Native owners were willing to bring under the provisions of section 522 of the Act of 1931. It was also arranged that the Board should hold its rights under its mortgage after any charge in favour of the Department to secure expenditure from the Native Land Settlement Account, in the same manner as in the case of Te Kuit.i Base Farm. The limits defined for the reorganized schemes were as follows:—• (a) Lands to the north and north-east of the Okere Falls to come under a scheme to be known as Taheke and to be developed by the Department. Certain expenditure incurred for work authorized and carried out before the 31st March, 1933, to be paid by the Department when accounts were adjusted. (b) Lands between Okere Falls and Ohau Channel, which included portions of the former Taheke Scheme and the former Mourea Scheme to come under a scheme to be known as the Okere Scheme. This would render necessary an adjustment of accounts as between the new scheme and the old Taheke account on the one hand, and between it and the new Tikitere Scheme. (c) Lands south of the Ohau Channel to come under a scheme to be called the Tikitere Scheme. The schedules of expenditure and receipts do not show the adjustments of accounts implied in the reorganization stated above. The Land Purchase Account, increased by £1,821 during the year to £7,598, should be adjusted between the new Okere and Tikitere Schemes and within the Tikitere Scheme itself between the main scheme and the Waikato party section thereof. It is not possible under the circumstances to show the progress of the development work in such a way as to correspond with the accounts in the schedules. The expenditure may be stated thus, following the schedules: —

Omitting the debt to the Board and the items for purchase of land, the expenditure and receipts to be accounted for are £15,310 and £1,471 respectively, and the net cost to the Native Land Settlement Account, £13,839. The development work up to the 31st March, 1933, paid for from that account may be set out irrespective of the adjustments detailed above. (aa) Okere.—The Supervisor reported 79 chains of roading completed to that date ; 180 acres of noxious weeds (ragwort, briars, and blackberry) had been cleared. A supply of manure had been purchased for top-dressing portions of the block. Stock carried (Bulk Stock Account), 2,300 wethers and 260 bullocks, which it was reported the land would be able to winter.

(bb) Tikitere Main. —The particulars that follow show the old work on the Okere side of the Ohau Channel, and both old and new work on the Tikitere side (i) Okere side : In grass, 198 acres ; rough pasture, 902 acres : total, 1 100 acres. Grassed paddocks and rough pasture on portions of the block which up to the 31st March, 1933, were in the former Taheke Scheme provided with the above grazing area for the 2,300 wethers and 260 bullocks. Fencing, 843 chains. . . (ii) Tikitere side : Okahu Block —In grass, 178 acres ; fencing, 205 chains m two paddocks , shelter-belt, 60 chains. Tobacco section —Cleared of gorse and broom, 49 acres. Fencing, 113 chains; shelter-belt, 51J chains (since 31st March, 1933). Waikato Party : Up to the 31st March, 1933, 127* acres of gorse, fern, and scrub were cleared, grubbed, and burnt, of which 35 acres were ploughed. The land was ring-fenced and divided into two paddocks but the fences were in disrepair. There was an area of 75 to 80 acres m pasture, but being rapidly covered with gorse. There were two cottages on the property and a shed. A topographical survey made in the spring of 1933 gives the following .figures of the position then reached : Area cleared, grubbed, and ploughed, 420 acres ; cleared only 45 acres ; m grass, 11 acres Fencing, including enclosing shelter-belts and plantations, m four paddocks and three reserves, 583 chains. ' Length of shelter-belts and plantations, 218£ chains. . Katene Huriwai's section : Total area, 133 acres, of which 9 acres m scrub were reserved for the source of water-supply and plantation, 2 acres were m bush, 38 acres in turnips, and 84 acres m grass, ī ram was installed which Jumped to a reservoir on the north side of the mam Rotorua-Whakatane Road There was one cottage and a cow-shed with yards and thirty heifers m milk. The fencing (including half boundary-fence) at the 31st March, 1933, comprised 212 The total fencing shown on the plan is 264 chains, but of this 52 chains were erected after the 31st March. 37 chains of drains were put in also after that date. Main Scheme (north side of highway): Total area cleared, grubbed, stumped, ploughed, and cultivated and sown in grass to 31st March, 1933, 485| acres. Water-supply from spring on Hunwai s section installed. Fencing 887 chains, including 178 chains double fencing for shelt, 3 r-brak< 3 s and nlantations Clearing stumping, and ploughing were proceeding on the 31st March, 1933. Three substantial cottages a' store-shed, and whare, also one cow-shed. Since the 31st March last 335 acres o? clearing, grabbing, and stumping have been completed, of which all but 20 acres were ploughed and sown 15U chains of additional fencing, two cottages, and three cow-sheds. Other fencing was in progress. Additional reading all falls into the current year's account Ruamata : The net expenditure to the 31st March, 1933, on this section as scheduled, was £19, moSl^hepermaienf oftheTikitere Scheme (south of the Ohau Channel) falls into the current year although forty-four dairy heifers and two bulls were charged at the 31st March last. The pastures on the scheme were made available to sheep, bullocks, and dairy stock held m the Bulk Stock Account to consolidate and clear the pastures and in the case of Okahu to control ragwort. (i ) Rotoiti —An area of 3,911| acres of bush land with a little open fern land was brought under this scheme at the end of May, 1932. During November a further 1,000 acres were added by purchase of a Native leasehold at £225. The latter area was practically abandoned by the lessee, but had on it rough pasture and fencing and the only source of water for working a large part of the area proposed to be developed. The area of old grass with fern was ascertained to be 522 acres The scheme was undertaken primarily as an unemployment relief measure for a section of the Rotoiti Natives, and provided work of the most useful kind for about fifty of them. P The Supervisor's report shows up to the 31st March, 1933 59 acres of bush felledl during the winter burnt, and sown ; 50 acres fern cleared, burnt, and part of the area disked, and the who e sown ' He reported that "it would be hard to find a better take of grass. The expenditure schedule gives as the mam items £902 for bushfellmg and clearing, and £627 for crass-seed and sowing. No unemployment subsidies came to credit during the year. ° (k) Maketu.—This scheme is in four sections, which may be dealt with separately as follows : (i) Maketu Farm: The net expenditure on this farm increased during the year 1932 33 from £7 439 to £9,997. The area of the farm was increased by a purchase from King's Estate made by the Arawa Trust Board, which enabled the Supervisor of the Rotorua Group of schemes to winter a large number of weaner heifers for expenditure on this section was £1,484, of which £1,270 was for the purchase of land. The account was reduced by £459, cash repayments by the Maori settlers. Maize-growing is combined with dairying, and one unit, Te Rin Potaka, has been successful in both kinds of farming.

" The area completed on the main scheme is ready for ploughing, which will be gone on with during the next season. The area on the section holders is on nine diflerent sections and will be ploughed and sown in grass next spring. " Ploughing and working up land : Waipapa Main Scheme, 130 acres ; Section 9, 60 acres . total, 190 acres. This was all completed and sown in grass in March. " Grassing : Waipapa Main Scheme, 130 acres ; Section 9, 60 acres : total, 190 acres. All sown in March, and is a very good strike. " Topdressing : Waipapa Main Scheme, 40 acres. This was done with manure that was in store ; the balance will come into next season, as the manure had not arrived at the 31st March. " Draining : Waipapa Main Scheme—l6o chains were completed on the Waipapa Swamp, the drains opening into the Tokaanu Stream. « Fencing : Waipapa Main Scheme—l6o chains—about half of this fencing was for shelter-belts, the balance subdivision fences. « Post, strainer, and batten splitting : 6,000 posts, 200 strainers, 18,000 battens. These were delivered at the homestead, and will be used for both the main scheme and the section holders. " Stock : 254 bullocks, 48 cows, 672 breeding ewes, 14 rams. The scheme will not winter all this stock. It is intended to transfer the bullocks and winter the cows and sheep." Combining the accounts of the Native Trust Office with those of the Department, the stock purchased for this scheme was as follows : Cattle —260 bullocks, 28 cows, 27 heifers (315), £1,040. Sheep —1,255 wethers, 677 ewes, 14 rams (1,946), £1,030 : total, £2,070. Sales were : 2 heifers, £8 ; sheep, 1,164, £699. Among the sheep purchased were 677 ewes and 14 rams which were wintered on the block. Most of the bullocks were transferred from schemes in the Rotorua district for the purpose of consolidating the new pastures and keeping the country clean. The policy of subdivision and the nature of the stocking of this scheme will depend on the prospects of the dairy industry of the Dominion. Until these are stabilized at a reasonably remunerative level it would appear to be sound policy to graze sheep and bullocks rather than to launch a programme of dairy-f arming. The further development of the Tokaanu lands will provide work and sustenance for the families now in occupation, and there is a large scope of country to be brought m. la. Ngatiawa Scheme. The expenditure on development work on this scheme to the 31st March, 1933, amounted to £14,429, reduced by unemployment subsidies and other receipts to £12,900. The cost of land purchases amounted to £9,827. The cost of clearing, stumping, ploughing, and cultivation, grass and other seed and sowing (except 88 acres not sown at 31st March, 1933) 2,386J acres was, according to the analysis of expenditure, £7,038, or less than £3 an acre, not allowing for subsidies received during the year. Fencing 1,935 chains cost £3,588, including material in hand. Posts were totara purchased from Putaruru, and puriri split on the scheme land or lands adjoining. Transport and packing were costly items, especially on the hills on Eivers' and the Ohope sections. The drains were of varying dimensions, and were mostly on Eivers' Block and the Ohope sections, which could not be stocked with safety until the swamps were drained off. Draining cost £844. The road to the Ohope Beach sections, a favourite resort of the Whakatane population, was deviated a length of 45 chains, on which there were heavy cuttings and fillings and culvert work. This and track-making for packing cost £258. Other capital charges were for plant and equipment, £402 ; buildings and accommodation, £218 ; surveys, £214 ; and the purchase of stock, £475. The account was credited with £1,509 from unemployment subsidies ; and other receipts, £20. Up till towards the end of the 1932-33 financial year, no permanent stocking of the block was possible, but sheep and cattle purchased for the Rotorua Schemes through the Bulk Stock Purchase Account were used to crush the fern-growth in the newly established pastures. At the 31st March, 1933, there were 1,550 breeding-ewes, 37 rams, 216 old ewes (killers), and 1,472 two-tooth wethers on the Scheme. It was intended to bring the ewe flock up to 2,000, and the necessary complement was obtained after the end of the financial year, when the wethers were withdrawn to Botorua. Of cattle there were 200 bullocks, 191 Polled Angus heifers running with 6 Polled Angus bulls, 19 dry cows, 158 mixed cows and heifers purchased from Eivers, with 48 calves, and a Jersey heifer : total, 623 head. 2. Bay op Plenty Gboup. The Ngatiawa Scheme, which is now included in this group, is dealt with separately in this statement. The other schemes in the group are dealt with in a separate paper —G.-lOc of the present session. And also clearing ragwort, clearing fence-lines, packing fencing material, &c. Much of this work was done free of cost to loan funds. The labour cost of work where wages were paid based on contracts completed at the 31st March, 1933, was £9,030, on which the subsidy payable from unemployment funds was £3,140. The number of individuals actually employed was 355. The figures are eloquent of the fact that the value of the work carried out was far in excess of the gross expenditure in wages. In the summary on page 24 of G.-lOc, the Supervisor assesses the total in grass, exclusive of rough pasture, as 15,239f acres, of which it was estimated that 4,837 acres carried 7,209 sheep. The stock carried was as follows : Dairy stock—Cows in milk, 3,121 ; dry cows, 296 ; springing heifers, 1,545 ; weaners, 1,196 ; bulls, 227 ; sheep, 7,209 ; and also working-bullocks, run cattle, and horses. The Supervisor anticipated that, after allowing for culling and springers coming forward, nearly 4,800 cows and heifers would be milked during the current dairying season. Of the sheep, 1,500 old ewes were held on the Maraenui section of Te Kaha Scheme for ragwort control. The policy of stocking ragwort-infested land with sheep was adopted in the previous year with satisfactory results. It was noted that sheep held on ragwort land from autumn to spring required to be removed early in the summer and replaced with a fresh lot. In this way they took little or no harm from ragwort poisoning.

Receipts for the Opape Base Farm are not shown. These and maintenance charges are kept in a Trading Account, from which the surplus or deficiency is transferred to the Capital Account. The expenditure on the Te Kaha (proper) included £1,136 for the water-supply scheme. The cost of 2,650 sheep shown as depasturing on the Orete 2 Block did not come to charge within the period of the accounts. Included in the receipts are collections from cream cheques amounting to £5,170, which with £784 from the same source in the Trading Account of Opape Base Farm give a total of £5,954. « D."—TAIRAWHITI MAORI LAND DISTRICT. The schemes in this district may be conveniently divided into two groups—(1) Northern, being those situated in the Waiapu and Matakaoa Counties, and (2) Southern, those situated in the Wairoa County. 1. Northern Group.

The expenditure and receipts on schemes in this group to the 31st March, 1933, were as follows : —

The receipts included unemployment subsidies, £3,339 ; proceeds of sales of live-stock, wool, and mutton, £6,489 ; cream collections, £194 ; and other items, £487. The lands comprised in the Poroporo and Tuparoa Development Schemes were the last south of the Waiapu River to be invested with titles under the Tuparoa and Waiapu Consolidation Schemes, which accounts for the delay in their development and settlement until the winter of 1930. Most of the lands comprised in the Waiapu-Matakaoa Scheme were included in the Northern Waiapu Consolidation Scheme, instalments of which have been approved. The extension of this scheme has kept pace with the progress in the settlement of titles. The latter has been delayed to some extent by the curtailment of financial provision for title surveys. (a) Takatahu, —Bush area felled and grassed, 302J acres ; area cleared of scrub and grassed, 70 acres ; former clearing in pasture, about 35 acres : total in grass, 407J acres. Fencing (new), 421 chains. One four-roomed cottage. Land stocked with heavy cattle, then sheep and dairy heifers from Taranaki which were distributed to other schemes. Intended to be used as a base farm for the present, with a dairy herd of good-quality cattle. Cost to 31st March, 1933, inclusive of £282 for stock, about £5 10s. an acre. The stock comprised 460 ewes and 15 rams : total, 475 ; and sixty-two head of mixed station cattle.

(b) Waiapu-Matakaoa. —The following sets out in detail the improvements effected on the various sections of this scheme, including those existing at the time they were commenced— (i) Wharekahika 1b 2a and 1b 2b : When the land was brought under the scheme in 1932 there was sufficient in pasture to graze twenty milk cows, say, 40 acres. Unit was assisted to erect 78 chains fence and to clear rushes and to drain. The Native Trustee manager at Hick's Bay reported in 1931 that 75 acres were suitable for dairying and 100 acres for sheep. (ii) Tapatu-Waitangirua : Area previously in grass, 210 acres ; felled and grassed, 423 acres : total area in grass, 633 acres. Fencing, 297 chains. One sheep-yard. Nikau hut for manager. Heavily stocked for new grass and turnips. Stock at 31st March, 1933, comprised 1,423 breeding-ewes, 32 dry ewes and wethers, 220 lambs, 28 rams, a total of 1,703 sheep. (iii) Toetoe and Kaiwaru (Lots 3 and 8, Marangairoa 1b 4) : It was estimated that 956 acres were in pasture when the lands were brought under the scheme, with 210 chains of fencing. The further development included felling 587 acres of bush in 1931, and new fencing (553 chains), also stockyards. The area in grass at the 31st March, 1933, was 1,543 acres, including fresh bush country. One four-roomed cottage was built for the manager. Heavily stocked during the year for new grass and turnips. Stock at 31st March, 1933, comprised 892 breeding ewes, 543 dry ewes, 100 wethers, 1,165 lambs, 35 rams, a total of 2,735 sheep. Beef cattle —64 steers, 106 heifers. (iv) Marangairoa 1a 2-4 : Bush felled and grassed, 279 acres; fencing, 257J chains. The new grass was ready for stocking during the current year. (v) Section 5, Block VIII, Mangaoparo Survey District (Enoka-Rukuata): Old pasture, 260 acres ; bush clearing grassed, 293 acres ; total area in grass, 553 acres. New fencing, 227-60 chains; old fencing, 275 chains. One three-roomed cottage. Stock carried—9o7 breeding ewes, 120 dry ewes, 13 wethers, 375 lambs, 18 rams : total, 1,433 sheep. Beef cattle, 95 steers. (vi) Section 10, Block VIII, Mangaoparo Survey District (J. Manuel) : Old pasture, 147 acres ; bush clearing grassed, 100 acres —total area in grass, 247 acres. New fencing, 191J chains ; old, 20 chains. Stock carried —564 breeding ewes, 22 lambs, 11 rams : total, 597 sheep and 57 steers. (vii) Tikitiki sections : Bush clearings (2), 313 acres grassed ; fencing (new), 186 chains ; old fence repaired, 93 chains. In addition, 95J acres were ploughed and grassed, two cottages and two cow-sheds built. The adjustment of occupation areas and the subdivision of sections preparatory to undertaking dairying on any scale was delayed by the necessity for completing the titles under consolidation. A commencement was made with the Hikupapa water-supply to serve the dairyable land. (viii) Tikapa Section : The only work undertaken at the cost of the scheme was the formation of 127 chains of access road. No work was undertaken in connection with any other blocks under the scheme. The separate accounts for each of the sections covered by the Waiapu-Matakaoa Development Scheme were not available at the 31st March, 1933. The development work and other data detailed above may be grouped also as a set-off to the gross expenditure of £16,259 up to that date as follows : Area of bush cleared and grassed, 2,042 acres; area ploughed and grassed, 95 acres; area in old pasture, 1,526 acres: total in grass, 3,703 acres. Fencing: New 1,790f chains; old (repairs), 598 chains: total, 2,388| chains. Roading, 127 chains. Buildings : Four cottages, three sheds, two sheepyards. Stock : Run cattle, 214 ; dairy stock, not available ; sheep, 4,208. (c) Poroporo. —The area of this block is 2,517J acres, held under consolidation titles recently completed by survey in fifteen subdivisions, two of which, A 1 and A 14, containing 2,104 acres, comprise the Poroporo Station and sheep-run, the rest the Whenuakura dairy sections. The development work completed to the 31st March, 1933, was as follows: — (i) Poroporo Station: In 1930, 1,166 acres of bush was felled and grassed, and in 1931 the balance of 600 acres. During the same period 300 acres of fern was burnt, sown in grass, and crushed. One four-roomed cottage ; whare and store shed ; sheep-yards. Ring-fenced and subdivided, estimated at 17 miles. At 31st March last the stock carried comprised sheep —breeding-ewes, 2,680; dry ewes and wethers, 324 ; lambs, 932 ; and rams, 66 : total, 4,002. Station cattle—2l2 bullocks, 147 cows, 3 bulls, 67 steers, 28 heifers, 85 calves : total, 530 head. (ii) Whenuakura dairy sections : 413 acres, of which approximately 350 acres are flat, formerly all covered with heavy manuka, part swamp now drained. Capable of supporting six to seven herds. Development proceeding with assistance of unemployment funds. The schedule of expenditure and receipts give the cost of development, including buildings, as £8,654; stock, £4,083 ; farm implements, £43 ; discharge of liabilities, £225 ; and maintenance expenses, £974 : a total gross expenditure of £13,979. Receipts for the same period consisted of proceeds of live-stock, £2,375 ; unemployment subsidies, £331 ; sale of wool and other receipts, £424 : a total of £3,130 —making the net expenditure £10,849. (d) Tuparoa. —Primarily undertaken in respect of a group of blocks now comprising Whareponga Station, this scheme has been extended from time to time, and at the 31st March, 1933, covered an area of 8,777-| acres. The gross expenditure and receipts to that date amounted to £19,396, reduced by receipts, £3,542, to £15,854.

The total length of fencing completed was 3,116 chains, of which 2,235 chains were on Whareponga Station. In the fencing the most expensive items were posts, which were purchased from Putaruru, transported thence by sea to Tokomaru Bay, by lorry to dumps at points nearest to the lands to be fenced, whence they were packed on to boundaries, for the most part steep hills. Battens were obtained locally and packed on to lines. Wire and staples were handled in the same manner as the posts. This expense would not have been warranted in a period of depression, but for the fact that the land to be farmed was grassland which had reverted partially to manuka and tauhinu and except in patches did not require to be regrassed. The cost of grass-seed and sowing appears in the accounts as £186. A further consideration was the low price of stock, and the assistance towards labour-costs from unemployment subsidies. (ii) Other areas where the stock was under the Department's control: Dairy stock— 161 millr cows, 9 bulls, 8 dry cows, 64 heifers and yearlings, and some horses. Sheep, 525. In the case of five blocks the owners were in occupation with their own stock on which the Department had not incurred any expenditure. 2. Southern Group. This consists of the original Mohaka Scheme, Kahungunu (adjoining Mohaka to the west), and Waihua (formerly Ngamahanga) on the north-east of Mohaka. To this should be added the Putorino Nursery taken over two years ago from the Forestry Department.

At the 31st March, 1933, the expenditure and receipts on these three schemes were as follows : —

Work on the Kahungunu Scheme was commenced early in 1933, primarily as a measure to relieve the unemployment of Maoris in the Wairoa, Nuhaka, and Mahia districts. The Waihua Block, formerly Ngamahanga, was handed over by the Lands Department. A good burn of bush and scrub felled in 1931 was secured on the block on an area of over 4,000 acres, after which the development resolved itself into sowing grass-seed, fencing, and stocking. Mohaka Scheme. —Details were given in the statement G.-10 of the session of 1932 of the improvements effected on this scheme up to the 31st March, 1932, together with an interim report by the Registrar dated October of that year. The main increases in expenditure compared with 1931-32 were as follows : Building, £1,077 ; clearing, £391 ; cultivation, ploughing, &c., £572 ; farm and dairy equipment, £696 ; fencing, £3,249 ; fertilizers, £567 ; grass-seed and sowing, £273 ; dairy stock, £1,575 ; and beef cattle, £403. The receipts since the inception comprise returns from cream, £682 ; sales of live-stock and wool, £969 ; unemployment subsidies, £556 ; and sale of wool and other receipts, £609.

The stock figures for the Mohaka Scheme as at 31st March, 1933, supplied by the Gisborne office are as follows : Sheep—Breeding-ewes, 1,356 ; wethers, 670; lambs, 1,739 ; rams, 11 : total, 3,776. Beef cattle—-Bullocks, 40 ; steers, 150 : total, 190. Dairy stock—Not given. In October, 1932, the Registrar reported there were 789 cows in milk and 232 yearling heifers. A further 173 weaner heifers were purchased before the end of the financial year at an average price of £1 Bs. 4d. each. A change of management in regard to this and other schemes in this group has during the current year been rendered necessary by the appointment of Mr. Harvey, Registrar of the Native Land Court at G-isborne, as a Judge of the Native Land Court. Mr. A. G-. Nolan, of Wairoa, has been appointed Supervisor and has set about a complete stocktaking of the work and the position of each section and settler on these schemes, including the stock.

"E."—AOTEA MAORI LAND DISTRICT. There was only one scheme undertaken in this district, the Ranana Scheme, which is dealt with in detail in a separate paper, G.-10e of this session. The development work and costs are there set out and summarized. The area in pasture, which involved clearing 230 acres of bush, fern, scrub, and blackberry, and grubbing 187J acres, was 1,724 acres. The fencing comprised 1,337 chains of new fences and repairing 567| chains of old fences, there being 106 paddocks. Buildings consisted of thirteen cottages, fourteen shacks and ponga whares, and a combined store, implement-shed, and office. The number of cow-sheds is not stated. There were twenty-seven settlers in occupation. The stock consisted of 610 dairy cows, 116 heifers, 177 weaners, 35 steers, and 25 bulls; a total of 963. The policy of culling herds and replacing with stock of better quality, undertaken since the inception of the scheme, was reflected in increased production. The grading of the cream also showed a marked improvement, due to better sheds and equipment, more abundant supply of good water, better methods, and more regular delivery. The gross exp< nditure to the" 31st March, 1933, was £13,948, reduced by receipts to £11,366. The following paragraph from a report of the Supervisor, Mr. Hoeroa Marumaru, may be quoted: " The Scheme is no doubt one of the most beneficial movements ever inaugurated for the good of the Maoris on the Whanganui Biver. They have the land and the man-power and sufficient foresight to realize that the settlement of their lands is the only avenue with sufficient scope to meet the needs of the majority of them. " G."—SOUTH ISLAND MAORI LAND DISTRICT. Of the two Schemes inaugurated in this district, which comprises the South Island, the Wairau Scheme, affecting the Wairau Native Reserve near Blenheim, showed no movement during 1932-33, the expenditure remaining at £359. Arrangements have now been completed for carrying out the work of banking and draining as an unemployment work under the supervision of the Wairau River Board. The Commissioner of Crown Lands at Blenheim has been consulted, as also the River Board. The estimated cost of the work was £1,161, of which £774 was for labour and £387 for hire of horses and necessary equipment and feed. The second Scheme is a combination of the several blocks known as Oraka and Kawhakaputaputa, situated near Colac Bay. The gross expenditure on this Scheme, detailed in the Schedules hereto, amounted at the 31st March, 1933, to £9,168. The receipts, which comprised sales of cream £136, of live-stock £149, unemployment subsidies £587, and other receipts £175, total £1,047, reduced the net expenditure to £8,121. A special report was prepared by an officer of the Department in conjunction with a topographical survey carried out by the Lands and Survey Office, Invercargill, to show the progress of the development work and allocate expenditure to each area or section comprised in the Scheme.
