FRIENDLY SOCIETIES AND TRADE-UNIONS. FORTY-FOURTH ANNUAL REPORT BY THE REGISTRAR OF FRIENDLY SOCIETIES, FOR THE YEAR ENDED 31st DECEMBER, 1920.

Presented to both Houses of the General Assembly pursuant to the Friendly Societies Act, 1909, Section 9, and the Trade-unions Act, 1908, Section IS.

General. The year has been for friendly societies an exceptionally good one. The increasing membership recorded in the previous year continues to be more than maintained. The losses experienced during the war will at the present rate of improvement soon be recovered, and thus again prove the strong hold these important organizations have on the working population. The membership rose during 1920 from 70,598 to 74,210, representing an increase rate of 5-12 per cent. This is the highest rate of increase since 1908, and a return to the best pre-war years. The gross funds of the societies increased by £136,523, from £2,184,653 to £2,321,176, the average • capital per member being £31 ss. 7d. The management of the societies indicates good business methods and attention to present conditions in the investment of funds, the total interest-earnings in respect of sick and funeral funds amounting to £102,847, or a rate equal to 5-33 per cent. The operations of the societies' sick and funeral funds also show improvement for the year. The mortality-rate has dropped to 917 per thousand, practically back to pre-war rates; sick-pay per member at risk reduced from £7 6s. 4d. in 1919 to £6 15s. 4d.; while contributions and interest earned per member rose from £3 2s. 4d. to £3 4s. sd. : the whole representing a net gain per member of £1 lis. 3d. as compared with 14s. sd. for the previous year. Valuations. A satisfactory year was experienced by the Actuary's staff in dealing with valuations, as will be gathered from that officer's report appended hereto. The Actuary's references to the establishment of funds and schemes on doubtful bases should receive careful attention from societies' managers. Additional Benefits. The past year has been somewhat noteworthy as disclosing more than the average number of schemes and proposals to introduce what may be termed " novelties." To any reasonable increase of the present benefits, adequately provided for, there can, of course, be no objection, but the attempts in many quarters to launch into new systems of benefits are not always to be justified, as there is a danger they may submerge those objects proper to friendly societies and which give them the unique position they hold in assisting the mass of wage-earners. Prosecution. On receipt of an application from the Auckland Pioneer Lodge of the Auckland Provincial District of the N.T.0.0.F., I appointed on the 20th November, 1920, a licensed auditor to audit the accounts of the branch. As a result of the auditor's report, proceedings for theft of moneys were taken against the previous lodge secretary, who pleaded guilty, and was subsequently sentenced by the Supreme Court.

Registrations. There were registered during the past year five new branches, as follows : Rose of Clinton Rebekah Lodge, Centenary Lodge (1.0.0. F.); Court Pride of Ellerslie (Auckland District. A.0.F.); Ngahoa Lodge, Pride of Newcastle Lodge (Grand Lodge of the North Island of New Zealand, U.A.0.D.). There were also three isolated friendly societies registered. The following registrations were cancelled by request:—HA.G.B.S. : 10 branches. The following amalgamations were registered : —M.U.1.0.0.F. : Patutahi Lodge with Gisborne Lodge. 1.0. R. : Haste to the Rescue Tent with Hope of Wellington Tent. The following change of name was registered : —I.F.S. : " Kaitangata Employees' Benefit Society " to " Kaitangata and District Minors' Benefit Society." The position of the orders in respect of registration is shown by the following summary as at the beginning and end of 1920 : —

The list of societies and branches on the register as at the end of 1919 as published last year should be amended in accordance with the above changes. Rules. The total funds of the societies and branches as on the 31st December, 1920, amounted to £2,321,176, made up as follows : Sick and Funeral Funds (inclusive of amounts transferred to special funds out of surplus), £2,149,802 ; Medical and Management Funds, goods, &c, £171,374. Dividing the total funds by the number of members at the end of the year it is found the average capital per member is now £31 ss. 7d. Taking the several years 1911-1920, the number of lodges whose returns were tabulated, the number of members, total funds, and average capital per member at the end of each year were as under:—

These sums are, of course, held against the societies' liabilities under their sickness and funeral insurances, and the actuarial reports issued from time to time indicate how far they are sufficient or otherwise. The above figures include the latest statistics received from lodges.

* The word "lodge," when applied to all societies, is to bo understood as embracing the synonymous terms "court," "tent," &c, as used as in the various orders.

The following statement shows the disposal of the total funds (including those of the central bodies) as on 31st December, 1920 : —

The next table shows the number of members of friendly societies, the amount of their accumulated capital, and the average capital per member in each of the Australian States and in the Dominion of New Zealand, according to the latest received statistics, arranged in order of membership : —

Sickness. The number of members sick during 1920 was 14,193, equal to 20-54 per 100 members at risk. The sickness experienced during 1920 was 143,937 weeks, equal to 10 weeks 1 day per sick member, and 2 weeks for each member at risk. Mortality. The following statement of average mortality experienced during the years 1916-20 is given herewith, but it takes no account of age incidence : —

Sick and Funeral Funds. The contributions and entrance fees paid to Sick and Funeral Funds in 1920 amounted to £130,265. Divided by the mean number of members the average for 1920 was £1 165., as compared with £1 14s. lOd. in 1919. The interest and rent received by the lodges and central bodies amounted to £102,847 in 1920, equal to £1 Bs. sd. per member, as against £1 7s. 6d. for 1919. The amount of sickness benefit paid was £96,027 in 1920, equal to £6 15s. 4d. per member sick, and £1 6s. 6d. per member, as against £7 6s. 4d. and £1 Bs. lOd. respectively for 1919. Viewing the amount paid in relation to the weeks of sickness, the average benefit per week is found to be 13s. 4d. in 1920, as compared with 13s. Bd. in 1919. The funeral benefit paid amounted to £28,729 in 1920, equal to 7s. lid. per member, as compared with 15s. 3d. for 1919. The total worth of the Sick and Funeral Funds of 732 lodges at the beginning of 1920 was £1,923,347, and at the end of the year £2,036,552. The balance of gain for the year was £113,205, or £1 lis. 3d. per member, in 1920, as compared with £49,837, or 14s. 5d., in 1919. Investment of Funds. The net income from investments credited to the Sick and Funeral Funds for 1920 amounted to £102,847, the average rate being £5 6s. Bd. per cent., as against £5 2s. Bd. in 1919.

Trade-unions. One trade-union was registered during the year —viz., Wellington Municipal Employees' Tradeunion (Wellington). Complete amendment of rules was registered during the year —viz., The New Zealand Workers' Union. There were 32 unions on the register at the end of the year. Incorporated Societies Act. During 1920 there were 154 societies, clubs, or associations incorporated under this Act, and amendments of rules of 72 societies were accepted. Twenty-one societies were dissolved, and two were wound up. On the 31st December, 1920, there were 1,339 incorporated bodies on the register. A classification of these societies gives : 485 sports clubs; 375 automobile, social, and musical clubs ; 241 professional, commercial, industrial, &c.; 99 public-hall societies ; and 139 miscellaneous. The periodical valuations, in so'far as the valuation lists are to hand, are practically up to date at the present time. Much of this work is always outstanding pending receipt of information from the societies concerned, but asrears which had accumulated during the war period have been cleared off, and, subject to complete data having been furnished as a necessary basis, current valuations are now being dealt with as they fall due. Completed valuations naturally lead to a review of the position on the part of the societies reported upon, and much subsequent work in connection with applications to appropriate surplus capital, and with other matters of an actuarial nature, falls upon the staff in consequence. Problems arising out of post-war conditions have also to be dealt with ; the question, for instance, of the desirability or otherwise of increasing benefits to meet the situation caused by a depreciated currency being one which has lately become somewhat prominent. In this connection it may be mentioned that additional benefits, on a contributory basis, are as a general rule unsuitable to existing members, as extra contributions have to be charged according to ages attained, and tend for that reason to be prohibitively high, except in the case of the younger contributors. The consequent exercise of an option in the matter makes a medical certificate of unimpaired health indispensable, but even with this proviso it is undesirable, as a general principle, to allow members over middle age a choice of the kind.

The same mortality and sickness basis has been adopted for valuation purposes as in previous years - viz., the experience of New Zealand friendly societies up to age 70, and Sutton's English Sickness Tables and Farr's Healthy English Mortality Tables after that age, with modification in special cases. Particulars of the valuations completed during the year, relating to societies with a total membership of 16,411, are given in Appendix IV. The societies valued may be otherwise classified as follows : — (1.) Four societies with consolidated benefit funds (152 branches represented). (2.) One society comprising four courts with separate benefit funds. (3.) Eight isolated lodges or courts. (4.) Three Widow and Orphans' Funds. No special comment is necessary regarding most of the individual societies valued, but the results in respect to the ordinary benefit funds (as apart from special schemes) under the above headings (1), (2), and (4) show that substantial improvement has taken place in every case. It will be seen from the valuation summaries given in the appendix that all the Widow and Orphans' Funds (vide (4) above) possess surpluses, and that there are only two districts —viz., the Grand Lodge of Otago and Southland, U.A.O.D. (under (1) above), and the South Canterbury District, A.O.F. (vide (2) above) —which are not in the same position. Although, excluding court surpluses, the aggregate results show the latter district, which is working under a low contribution scale, to be practically in a fully solvent position, progress has hitherto depended on very light sickness cost and other favourable factors which cannot always be relied on to operate. The position disclosed by valuation of the consolidated Sick and Funeral Fund of the Grand Lodge of Otago and Southland, U.A.0.D., approximates also to one of complete solvency. This society, however, possesses a subsidiary insurance scheme, in respect to which quite insufficient provision for future liabilities has been made, and no fund has been accumulated. Some steps have recently been taken, as in the case of the two other grand lodges with subsidiary schemes,- mentioned in last year's report, to put matters on a better footing, but not one of the societies referred to has as yet realized the drastic nature of the alterations necessary to place its special fund on a solvent basis in respect to future engagements. Some of the isolated societies — vide (3) above—are cases of more or less recent secessions from districts, with some sacrifice of funds on secession, which has in one or two instances led to a somewhat less favourable position being now shown than that reported at the previous valuation. Insufficient interest-earnings are recorded in two courts, but the results of the present valuations show an improving tendency generally in regard to this group, and that in most eases satisfactory progress has been made. In regard to the rates of sickness and mortality recorded generally, it may be said that, apart from the Widow and Orphans' Funds, which were valued as at 1915, the experience of the societies under headings (1), (2), and (3) above comprised the greater part, and in some instances the whole, of the war period. Statistics of the actual sickness among soldier members are not, however,' included, as none of the societies valued gave sick-pay to members serving with the Forces. Excessive sickness after discharge would have affected the experience unfavourably, but no such influence is apparent. The mortality experience, on the other hand, records all deaths which took place among members, irrespective of occupation at the time of death, and the high death-rate at the younger ages which characterizes the statistics after 1914 was no doubt a direct effect of the war. A considerable number of years must elapse before the effects of the war on future rates of mortality and sickness will be fully disclosed. Financially unfavourable influences may, of course, result, but they should, for at any rate some time to come, be largely counteracted by the high interest income now obtainable from investments. C.
