ANNUAL IiEJPOKTS OF DOMAIN BOAJRDS.

The Under-Secretary for Lands to the Hon. the Minister op Lands. Sir, — Department of Lands, Wellington, 28th June, 1906. I have the honour to transmit herewith a synopsis of the annual reports of Domain Boards for the year ended the 31st December, 1905, which have been furnished in accordance with section 7 of " The Domain Boards Act, 1904." Reports on a number of racecourses and recreation-grounds, each administered under a special Act similar to the Domains Act, have also been obtained, and are published in a condensed form in the Appendix hereto. During the year under review a form of lease suitable for domain lands was prepared and printed. Copies of the form are supplied to Domain Boards on application, and Chairmen and secretaries are consequently enabled to prepare leases as occasion requires. The use of the form will also have the effect of tending to make leases more uniform than has hitherto been the case. Great difficulty is experienced in preventing the destruction of the natural bush on some domains. Every care, however, is taken to prevent such despoliation where the Department can exercise supervision, and it is hoped that the cutting of native foliage will cease altogether when the Boards fully realise the objects of the trusts they administer for the benefit of the people of New Zealand. It has been suggested that complete supervision and control of all public domains can only be attained by the appointment of supervising officers, but I am glad to say that it is apparent that Domain Boards and trustees are now so thoroughly awakened to the necessity for a very careful administration of the areas with which they are intrusted, that I am able to report to you that [ do not consider special inspection necessary other than is at present afforded by our own local officers when any special case arises. The total number of domains on which reports of the year's operations should have been made in 399, and reports regarding 3GO have been received. A list of the Boards that failed to furnish an annual report and particulars of the lands controlled by them will be found on pages 39 and 40. AUCKLAND LAND DISTRICT. Auckland Domain. Situated in Rangitoto Survey District. Area, 236 acres 1 rood. Woek done during year : New flower-beds formed, about five hundred pine-trees cut out, new propagating-house erected. Improvements now on domain: All fenced, cricket-ground securely fenced from remainder of domain by wire fence and stone wall, pavilion in cricket-ground, Park Superintendent's house, gardener's house, caretaker's lodge, and propagating-house. The area contains extensive plantations. Used for grazing, picnics, cricket, athletic purposes, and general recreation. Proposals to erect an iron fence and extend the flower-gardens are under consideration. Avondale Domain. Section No. 3CI, Waikomiti Parish. Area, 38 acres 2 roods. Improvements now on domain : Boundary-fence (out of repair), plantation, and 6 acres in grass. Used for camping. Proposed operations for ensuing year: Repairing fences, and treeplanting. AwiiiTu Domain. Section No. 58c, Awhitu Parish. Area, 8 acres 3 roods 30 perches. Used for sports and picnics. Improvements now on domain : Fences and grass. It is proposed to lease the domain on improvement conditions. . BIRKENHEAD DOMAIN. Section No. 122, Takapuna Parish. Area, 112 acres 2 roods. Improvements now on domain: Fences and plantation. Proposed operations for ensuing year : Laying down a small area in grass.

Buffalo Domain. Section No. 32, Village of Buffalo. Area, 17 acres 3 roods 14 perches. Work done during year: Fencing about 10 acres, erection of gates, and eradication of noxious weeds. Improvements now on domain : Fences and gates. Cambridge Domain. Sections Nos. 576, 359, 360, 361, 361 a, 367, 581, 578, 579, 363, :363a, 364, 365, 366, 368, 370, Town of Cambridge East, and the Cambridge East Town Belt. Area, 484 acres 1 rood 7 perches. Work done (hiring year: New flower-beds laid out; gates rearranged; trees, shrubs, ferns, bamboos, buffalo - grass, and flower - borders planted; and sanitary arrangements improved. Improvements now on domain: Fences, gates, bowling-greens, tennis-courts, pavilion, and conveniences. Used for general recreation, picnics, bowls, tenuis, and band concerts. Proposed operations for ensuing year: Tree and shrub planting, path-construction, erection of bandrotunda, and general maintenance. Cambiudgb West Domain. Cambridge West Town Belt. Area, 333 acres 2 roods. About 282 acres leased. Work done during year: Eighty chains fences erected, ornamental and other trees planted, hedges trimmed, weeds eradicated, debris removed from plantation, and grass sown. Improvements now on domain: Over 100 chains fences, 130 chains planted with ornamental and other trees, 3 acres plantation. Used for recreation, grazing, &c. Proposed operations for ensuing year: Tree-planting, fencing, and general improvement and maintenance. Casnell Island Domain. Section No. 196, Malmrangi Parish. Area, 16 acres 3 roods. No improvements made. Used for camping and picnics. It is proposed to lease the area for grazing purposes. Devonport Domain. Allotments Nos. 3G, 37, and 39 of Section No. 2, and Mount Victoria Keserve, Takapuna Parish. Area, 41 acres 2 roods 36 perches. Work done during year: Cricket and football grounds, tennis-lawns, and bowling-green weeded, top-dressed, and rolled; hedges planted, weeds eradicated, stones collected for removal, new gates erected on cricket-ground, and trees around tennis-lawns topped, and some removed. Improvements now on domain : Fences, drains, sanitary arrangements, plantations, seats, and four pavilions. Used for cricket, bowls, football, tennis, croquet, and other sports. From Mount Victoria a beautiful view of Auckland and its surroundings and Waitemata Harbour is obtained. During the ensuing year it is proposed to improve the cricket-ground, erect fences, gate, and conveniences thereon, and enlarge the pavilion. East Tamaki Domain. Sections Nos. 140 and 40, Pakuranga Parish. Area, 18 acres 1 rood 35 perches. Work done during year : Eradication of noxious weeds, and repair to fences. Improvements now on domain: Dam, fences, and plantations. Used for grazing and picnics. Proposed operations for ensuing year : Constructing stone wall, repairing dam, and tree-planting. Eastern Mahurangi Doaiain. Section No. 176, Parish of Mahurangi. Area, 108 acres and 15 perches. This domain comprises broken land, covered with tea-tree scrub. No improvements have been effected. Epsom Domain. Allotments Nos. 180, 180 a, and 182, of Section No. 10, Suburbs of Auckland. Area, 19 acres 1 rood 5 perches. Leased for grazing purposes; not used by the public. Epsom and Mount Eden Domain. Part of Allotment No. 46, Allotment No. 49, and part of Allotment No. 48, of Section No. 6, Suburbs of Auckland. Area, 29 acres 3 roods 16 perches. Leased for grazing purposes; not used by the public. Proposed operations for ensuing year : Repairing fences. Gate Pα Domain. Sections Nos. 13 and 41a, Suburbs of Tauranga. Area, 6 acres and 31 perches. Leased on improvement conditions. Well fenced, and partly laid down in good grass. The domain is not used by the public.

Improvements now on domain : Ring fences. About one-half of the area is covered with native bush, and contains about 700,000 ft. of kauri timber. The Domain Board was appointed in July, 1905, and already 4 J acres have been cleared of scrub, for the purpose of forming a sports-ground. This area will be grubbed and levelled during the ensuing year. The domain is mostly covered with native bush. Mangapiko Domain. Sections Nos. 74 and 87, Mangapiko Parish. Area, 113 acres. During the year the Waipa County Council relinquished the control of the domain, and a Board of local residents was appointed to provide for its care and management. The area is leased. Mangere Domain. Section No 200, Manurewa Parish. Area, 95 acres. Work done during year : Part of a carriage-drive around mountain has been completed, gaps in plantation filled; the native shrubs and trees have grown exceedingly well, and fences and gates are in good repair. Improvements now on domain : Well-formed zigzag path to summit of mountain, several plantations, two tennis-courts, belt of trees encircling the entire domain, partly formed carriage-drive, good ring fences, and some substantial gates with concrete pillars and iron railings. Used by visitors to the district; also for picnics, tennis, and general recreation. Proposed operations for ensuing year : Extension of carriage-drive, improvement of approaches, and tree-planting. A considerable amount of levelling was done on the recreation-ground. Maungatua Domain. Section No. 22, Block XI, Maungatua Survey District. Area, 566 acres. Leased. Used for picnics. Moa Flat and Etteick Domain. Section No. 44, Block I, Benger Survey District. Area, 420 acres. This domain is administered by the Commissioner of Crown Lands, Dunedin, and is held under a pastoral license. Ocean Beach Domain. Sections Nos. 28 and 31, Block VII, Otago Peninsula Survey District, and 4 and 6, Block XII, Dunedin and East Taieri Survey District. Area, 280 acres 2 roods 14 perches. As a result of the year's operations progress and improvement is noticeable all over the domain. The baths, dressing-boxes, shed, and terraces have been kept scrupulously clean, the caretaker's residence has been painted, and some concrete work has also been executed. Proposals for raising the wall at the northern end of the basin about 6 in. (thereby deepening the baths) for forming a smooth platform to enable ladies and children to enter the baths in comfort, and for extending the iron railing at the north-east corner, are under consideration. The utility of the pile groins at St Clair has been proved in a marked degree; they have not only stopped erosion ot the foreshore, but have built up the beach from 4 ft. to 6 ft. Marram-grass and lupins have been successfully planted on the sandhills facing the sea, the result being that the toe of the hills has been raised considerably. St. Kilda Beach has been made more accessible by the extension of the road for a distance of 3 chains—6 chains in all from the tram-line—and the placing of scrub groins and subsequent planting of marram-grass on the accumulated sand has proved a most effective method of making up the foreshore. The continuation of this work at the proper time and place will do away with a troublesome lagoon. A stagnant pool opposite Onslow House has been filled in and the sandhills from the Queen's Drive to Tahuna Park have been fenced and planted with marram-grass and lupins. This area includes a site on which a band-rotunda is to be erected. The nubile road through the domain has received due attention, and the sanitary work has been performed in a satisfactory manner. A prolific crop of marram-grass and lupins was produced during the season, especially on the sewage-treated portions of the sandhills. It is considered that when the last patch of sand is covered with verdure, and the encroachment of the sea no longer possible, trees and shrubs may be planted, and this barren waste converted into a magnificent Marine Park. Racecourses and recreation-grounds administered under special laws. Christchurch Racecourse, Canterbury Land District. Reserve No. 79, Christchurch Survey District. Area, 300 acres. Improvements now on reserve: Racing and training tracks, buildings, power-house and engine, with 11,000-gaIIOn tank for water-supply, cricket-ground, and bathing facilities for use of trainers and jockeys, and 40 acres plantation. The whole reserve is fenced, partly with post and wire and partly with ditch and bank. Nearly £20,000 has been expended in improvements during the past two years, and the total amount spent in this way since 1884 is £32,000. Maintenance for the same period has cost £10,000. Cromwell Racecourse, Otago Land District. ■ ; '' ' ' Section No. 17, Block 111, Cromwell Survey District. Area, 300 acres. ' ■ Improvements liow on reserve: Large grandstand and luncheon-rooms; ladies', stewards' weighing, and jockeys' rooms; loose-boxes; and large carriage, saddling, and' weighing-fri paddocks, enclosed and subdivided with picket fences and netted. Proposed improvements: Erection of new stand and other buildings, and improvement to grounds. Hutt Public Park and Racecourse, Wellington Land District. Part of Section No. 12, Hutt District. Area, 89 acres Improvements now on reserve: Grandstand, stewards' stands, tea-kiosk, caretaker's house, stable accommodation, plantation, and fences. The area has been kept clear of noxious weeds, and the drains maintained in good order. The reserve until recently was used by the Wellington Racing Club. Manawatu Racecourse, Wellington Land District. Section No. 537, Manawatu District. Area, 85 acres. Leased to Foxton Racing Club. Improvements now on reserve: Raceourse, training-track, lawn, saddling-paddock, fences, plantation, buildings (grandstand, totalisator-house and conveniences), and sports-ground. £3,500 has been expended by the racing club in improvements. During the ensuing year it is proposed to erect more fences, and repaint the buildings. The area is used for races, football, cricket, sports, and general recreation. New Plymouth Recreation and Racecourse Reserve, Taranaki Land District. Area, 36 acres and 17 perches. Improvements effected : Fences erected, portion used as racing-track, ploughed, &c. Footballground levelled and fenced, and provided with seats and small shed. The reserve contains only a portion of the racing-track used by the Taranaki Jockey Club. A grandstand and other valuable improvements are situated on adjoining freehold property. The Jockey Club has the right, by statute, to hold race-meetings on three days in each year, and that body has also a year-to-year grazing license over the whole area. Oamaru Racecourse, Otago Land District. Sections Nos. 28, 29, 31, 34, 2 of 58, 2 of 60, and 2 of 61, Block I, Oamaru Survey District. Area, 191 acres. Improvements now on reserve: Grandstand and auxiliary buildings, caretaker's cottage, Plumpton, racing and training tracks, 'starting-machine, fences, gates, plantation, water-supply, and reticulation. The whole area is in English grass. It is proposed to repair the fences when funds are available. The reserve is used for races, and is also leased for grazing and as a Plumpton. 6—C. 10.

Timaru Racecourse, Canterbury Land District. Reserve No. 251, Timaru District. Area, 197 acres. Improvements now on reserve: Grandstand; secretary's office; stewards', jockeys' and Press rooms; totalisator-house; caretaker's house; loose-boxes; training-tracks, &c. A belt of Pinus insignis has been planted round the reserve, and the tracks are enclosed with sawn railings. It is proposed to build eight or ten new loose-boxes, enlarge jockeys' room, stewards' room, and weighing-room, increase the size of the saddling-paddook, and rebuild the judge's box and fit it with the latest improvements. Waiuku Recreation Reserve, Auckland Lajstd District. Sections Nos. 161, 162, 163, and 164, Parish of Waiuku East. Area, 78 acres 1 rood 16 perches. Improvements now on reserve: Racecourse (J chain wide), culverts, entrance-gate, plantation of native and ornamental trees. The whole area is fenced with a top-rail post-and-wire fence. The area inside the racing-track has been ploughed, harrowed, levelled, and grassed, and is used as a parade-ground by the Waiuku Mounted Rifles. Wanganui Racecourse, Wellington Land District. Part of Town Belt of Wanganui. Area, 61 acres and 28 perches. Improvements effected : Racing-tracks, caretaker's cottage, secretary's office, and stabling conveniences. The Wanganui Jockey Club holds the adjoining land, on which grandstands and buildings have been erected, making the racecourse one of the most up to date in the colony. Wyndham Racecourse, Southland Land District. Section 61, Town of Wyndham. Area, 153 acres. Improvements now on reserve: All laid down in grass. Ten acres plantations, belts of ornamental trees, cricket-ground, one-mile racing-track, grandstand, saddling-paddock, <fee, all in good order. During the year a fence and gate were erected, noxious weeds eradicated, hedges trimmed, plantations thinned, and walks gravelled. It is proposed to further beautify the area by planting ornamental trees, renewing grass, and erecting fences. The reserve is used for races, football, cricket, sports, and general recreation.
