In the monetary tables, except the first, shillings and pence have been omitted, there being no apparent advantage in publishing the values more accurately than as shown by the nearest pound. 12. 16. In the years 1890 and 1891 the percentage of members 'sick and the average sickness per member showed a considerable increase on the rates of the preceding years. In 1892 these rates again rose. No appreciable change took place in 1893. 17. The high average sickness per death which is annually recorded contradicts the assumption that a low death-rate may be expected to be accompanied by a low rate of sickness. The prolongation of the life of sick members results from conditions favourable to longevity generally. The protracted duration of life, especially in the case of members suffering from chronic complaints, while increasing receipts, increases expenditure still more. In contrast with this experience, but teaching the same lesson, the history of societies in those parts of England whsre the death-rate is above the average is thus referred to by Mr. Watson, in his report on the fifth valuation of the Manchester Unity : — Throughout the Lancashire districts, and in many manufacturing centres in Yorkshire and the North, the mortality is found to have exceeded the expectation of the valuation tables As to its financial effect on friendly societies there is neither obscurity nor doubt. At the cost of anticipating by a few years a small assurance at death, and of losing a comparatively small amount in contributions, lodges are relieved, by unlooked-for death, of the weighty sickness claims which advancing age is bringing on. 18. Information as to the forms kept in the Registry Office for the convenience of societies, and sent free on application, is to be found in Appendix V. Valuations. 19. Valuations were made as on the 31st December, 1893, of the following societies : — Societies with Branches. M.U.l.O.O.P.—Hokitika District, 4 branches; Invercargill District, 6 branches. A.O.F. —Auckland District, 15 branches ; Hawke's Bay District, 12 branches ; South Canterbury District, 3 branches. U.A.O.D. —Grand Lodge of Canterbury, 14 branches. Societies without Branches. , M.U.I.O.O.F.—Widow and Orphan Fund of the Motueka District. A.O.F.—Widow and Orphan Fund of the Canterbury United District. U.A.O.D. —Auckland Lodge, Tofcara Lodge, Bishop Lodge, and Brunner Lodge. E.E.B.S.— New Zealand 8.E.8.5. These societies were valued in the office of the Eegistrar. The valuation of the North Westland District, M.U.1.0.0.F., was made as on the 31st December, 1892, but the report was not received in time for publication in last year's summary. Bequest was made by the Secretary of the H.A.C.B.S. that the society's valuation might be made in the office, but several branches failed to furnish the required information. 20. Summarised results of the valuations are given in two tables (Appendix IV.). Table A shows— 1. Number of members at the date of valuation ; 2. Present value of benefits ; 3. Present value of contributions to benefit funds ; 4. Value of accumulated benefit funds; 5. Surplus or deficiency ; 6. Average surplus or deficiency per member; 7. Average age of members ; 8. Average annual contribution, per member, to benefit funds; 9. Average value, per member, of accumulated benefit funds; 10. Bate of interest, per annum, credited to benefit funds (average for quinquennium) 11. Surplus or deficiency at previous valuation (average per member). Table B shows — 1. Batio to liabilities of— (a) Present value of contributions to benefit funds ; (b) value of accumulated benefit funds ; (c) total assets ; (d) surplus or deficiency. 2. Causes of surplus or deficiency. For convenience of publication, the causes assigned for the surplus or deficiency disclosed by valuation are indicated in Table B by means of letters referring to a list prefixed to the table. 21. The number of societies and branches dealt with in the summary is sixty-five. Fifty-one balance-sheets show a deficiency of more than one shilling in the pound. The chief causes of deficiency are inadequate rates of contribution, and unfavourable sickness experience. Some deficiencies are partly due to negligence in regard to investment of funds and to losses. 22. In the valuation of societies with branches whose rules provide for the reinsurance of the funeral benefit with the central body, the assets and liabilities of the funeral fund are distributed, and appear in the balance-sheets of the several branches in combination with the assets and liabilities of their respective sick funds. When the fund is maintained by fixed contributions of the members, each branch is credited with a share of assets proportionate to the present value of its funeral liability. When the fund is supported by levies on branches from time to time, according to the number of members, each branch is debited with a share of the present value of the society's funeral liability proportionate to its membership. 23. Although the equal levy system was long ago condemned by experts and abandoned by reformers, Mr. Watson, in his recently issued report on the valuation of the Manchester Unity, still finds occasion to refer to it:— Among the reforms of friendly societies in recent years none are more important and more wide-reaching in their ultimate effect than that which has for its object the establishment of funeral funds on sound financial principles, in substitution of the extremely faulty equal levies which at one time held undisputed sway. The injustice of the equal levy, by which young lodges were charged the same contribution per member as the older lodges, whose current liability was very much greater, has long since been exposed, and, as a means of supporting funeral funds, the system has been expunged from the statute-book of the Manchester Unity.

24. The valuation balance-sheet of those lodges of the U.A.O.D. whose funeral benefit is reinsured with the Grand Lodge of Australia relates to the sick fund only. In the report on the valuation of the funeral fund of the Grand Lodge of Australia, as at the end of 1891, the deficiency is shown to be £18,705, due chiefly to the reckless reduction of the annual contribution per member from 6s. to 4s. As the valuer advised, among other reforms, the immediate restoration of the former rate for present members, the boast that no other society charges so little for the funeral benefit is singularly out of place. Unless the business of an assurance society is conducted under actuarial advice, stability cannot be expected. Moreover, the recent financial depression must have more or less reduced the value of the society's assets. A rate of interest averaging, for the last three yea.rs, 4 per cent, per annum proves that the deficiency, great as it is when calculated on a 5 per cent, basis, is yet understated. At the establishment of the Grand Lodge of Canterbury the annual contribution to the funeral fund was fixed at 6s. per member. Yet in this fund, when valued as at the end of 1893, there was a large deficiency, which was in great part due to the fact that the sum receivable from the Grand Lodge of Australia was far short of the amount which the newly formed Grand Lodge ought to have had in hand when it took over the liability. 25. Societies, on application to the Registrar, may have their valuations made free of cost. The experience of the societies valued in the office, as at the end of 1893, which was uniform in character, represents 15,215 years of life at risk. This experience has been grouped with that published in tabulated form last year, and the combined results are exhibited hereunder.

26. While in the societies under review the sickness-rate varied considerably, the total is slightly above the expectation. In the early history of New Zealand friendly societies, when as yet there was no record of their experience, it was frequently asserted that English rates were unsuitable as a basis for the valuation of New Zealand societies, and that the use of values so calculated was not justified under new and, as it was assumed, more favourable conditions. The collection of New Zealand statistics has, however, shattered the hope thus raised, there being evidence enough to satisfy an impartial investigator that in the valuation of New Zealand societies the estimated liability has not exceeded what may reasonably be regarded as a probable average value. 27. The death-rate is very low. Whatever proof a light mortality furnishes of the salubrity of the New Zealand climate, and of other favourable conditions of life in the colony, the increased longevity of members is, from a financial point of view, disadvantageous to societies whose chief benefit is an assurance against sickness. 28. The rate of secession is very high. Of 9,789 members admitted before the quinquennium preceding valuation 310 died. Of the remaining 9,479 the numbers sick and not sick were 4,115 and 5,364 respectively. Of the 4,115 who were sick 344 lapsed, being less than 9 per cent. ; and of the 5,364 who were not sick 2,107 lapsed, being more than 39 per cent. Of 7,114 admitted during the quinquennium preceding valuation 46 died. Of the remaining 7,068 the numbers sick and not sick were 1,227 and 5,841 respectively. Of the 1,227 who were sick 132 lapsed, being less than 11 per cent.; and of the 5,841 who were not sick 1,936 lapsed, being more than 33 per cent. It would be difficult to estimate the money value of contingent lapses even if a reasonably probable assumption could be, made as to the rate of secession. On the one hand, there is a gain to the society represented by the surrender values. Against this is to be set the loss likely to arise from the lapse of the healthiest lives, an unknown quantity indeed, but not insignificant if the foregoing statistics be taken as indicative of the effect of selection against the society. 29. For the information of societies the following memorandum from the Revising Barrister was circulated in terms of section 5 (7, b.) of " The Friendly Societies Act, 1882" : — Memorandum foe the Eegistbae re Secession of Branches. A practice prevails among some societies of making a rule which provides for the " dissolution or secession " of a branch. The following is a specimen of the rule in question, taken from one of the lodges of the Wellington District, M.U.1.0.0.F. : — " Dissolution ob Secession. " 48. Any lodge desiring to dissolve or secede from the district must do so according to District Bule 12. "No lodge in this district shall be allowed to secede or dissolve without the consent of the District Meeting. Any lodge being desirous of seceding or dissolving shall first call a special general meeting. Every member shall have

twenty-one days' notice thereof, and the summons calling the meeting shall require the member to fill up a form which shall be supplied to him, stating whether he assents to or-dissents from the proposed secession or dissolution, when if three-fourths of the members, and not less than five sixths in value, are in favour thereof, application shall be made for the consent of the District Meeting. The value of members shall be ascertained by giving one vote to every member, and an additional vote for every five years lie has been a member of this district; but to no one member more than five votes in the whole. The application for consent of the District Mooting shall be accompanied by the whole of the voting-papers, and a statement of accounts; also the names, ages, addresses, and nature of the diseases of the sick members. Should the District Meeting see fit to sanction the secession or dissolution, the Committee of Management shall ascertain the liability on account of sick members, and, after deducting the amount necessary to meet the same, the remaining funds shall be disposed of as follows: — " One-half to be divided equitably among the members according to the length of membership, and the other half to be paid over to the Trustees of the District, to be afterwards apportioned to the funds of the district, or otherwise, disposed of in such manner as the District Meeting may decide. ,, A perusal of this rule will show that the procedure thereby provided is the same, whether the lodge purposes to secede merely or to dissolve, and that the result in either case is thai a complete distribution of the funds takes place. Now, as the secession of a lodge and the dissolution of a lodge are essentially distinct things, I am clearly of opinion that a separate rule should be made in respect of each process, and that the two cannot be legally mixed up a,nd interwoven in the manner referred to. To quote the words of one of the English Judges in a recent case (Exparte Sheffield Equalised District of the Ordor of Druids, Queen's Bench Division, February, 1892): " The whole scheme of these rules as to the district (branch) society is a body with a potential right of secession, and with a potential right of retaining a separate identity after secession. Therefore it is impossible to construe this rule to mean that secession means annihilation." On several occasions, as you are aware, I have drawn attention to this matter when revising rules submitted to me, but as the error is a common one, and is still constantly repeated, I would suggest that a circular be sent to the various societies pointing out the legal position of the matter, as affirmed by the recent decision of the Divisional Court in England just referred to. A full report of this case is set out in the appendix to the reports of the Chief Registrar of Friendly Societies in England for the year ending 31st December, 1891 (published in April, 1892), and it will be sufficient here to quote two extracts from the judgments delivered :— Mr. Justice Wright,— " The only remaining point is with regard to the funds. It is said that the Committee of Management shall ascertain the liability of such member, and, after deducting the necessary amount to meet the same, the remainder of the funds shall be equitably divided among the members. . . ." "I cannot profess to aa,y what the meaning of these words is. It is quite certain that it cannot be what was contended—namely, that the Committee of Management of the parent society was to ascertain the liability of every member (as used in the earlier part of the rule no such thing could be conceived), ' and should, after deducting the necessary amount to meet the same, divide the funds of the branch amongst the members of the branch.' Nobody could suppose it was meant that upon secession the branch was to be wound up, all the subscriptions returned, all the benefits forfeited, and the brand) started again de novo. It would be contrary to common-sense, and yet that is the only obvious meaning of the rule. I should say, for one, that, if that is the meaning of the rule, the rule is ultra vires. They cannot do it. It is contrary to the very objects of secession." Mr. Justice Collins, — " I think that deals with all the objections with the exception of the difficulty last referred to by my brother Wright—namely, what effect is to be given to those words as to the Committee ascertaining ' the liability of such member, and, after deducting the necessary amount to meet the same, the remainder of the funds shall be equitably divided among the members.' Now, I quite agree with my brother Wright as to what he said upon that. It seems to me obvious that it cannot mean ipso facto the branch of the society is to be wound up. The whole scheme of these rules as to the District Society is a body with a potential right of secession, and with a potential right of retaining a separate identity after secession. Therefore it is impossible to construe this rule to mean that secession means annihilation. It is to secede as a branch, retaining its identity and separate organisation as a branch, both in the rule and in the Act of Parliament." Now, although the Chief Registrar states in a reference to this case that " it is understood that it will be appealed from," I can find no record in any of the Law Reports of any such appeal; and, as the Chief Registrar in his report for 1892 makes no further reference to the matter, it must be assumed that no appeal took place, and that the judgment of the Divisional Court remains unchallenged. The rule so strongly objected to by the English Judges was a rule providing for secession only, so that the argument applies a fortiori to cases where the rule is a combined provision intended to apply to secession and dissolution in one. Our Act provides (section 11, and paragraph 4 of the First Schedule) that the rules of each society with branches shall prescribe " the conditions under which a branch may secede from the society " —that is, secede and still retain its separate identity. No procedure is, however, set out in the Act as in the case of dissolution (section 16), so that at present the mode of seceding is necessarily regulated entirely by rule of the society, and it seems to me that this is a matter upon which a regulation might very well be made under the Act. Leonard G. Reid, Wellington, 14th November, 1894. Revising Barrister. 30. The 1894 report of the New Zealand Friendly Societies' Mutual Fidelity Guarantee Association is a record of useful work. The association was established in 1887, for the purpose of affording to registered societies the security of a sufficient yet inexpensive guarantee in respect of their officers in receipt or charge of money. The giving of personal security was found not to work satisfactorily, and, as the expense prevented many societies from insuring in a general fidelity guarantee society, the Eegistrar suggested the formation of a mutual guarantee fund. The number of policies issued by the association in the first year of its operation was 59, and the number in force at the end of last year 175. During the eight years three claims, amounting to £84 145., were presented and satisfied. The funds have been carefully invested, and the balance-sheet as on 31st December, 1894, shows an accumulated capital of £723. This being considered a sufficient reserve, free policies for the current year were issued to all societies on the books of the association. With a continuation of the past experience the interest on capital will henceforward more than suffice to meet losses. Great credit is due to the committee and officers of the association, who well deserve the thanks of the societies insured for the care and energy devoted to their interests and for the successful conduct of the business of the association. The report of the New Zealand Foresters' Guarantee Association for 1894 also shows satisfactory progress, the year having passed without any loss. 31. In 1894 the hall belonging to the Volunteer Lodge, M.U.1.0.0.F., established at Sydenham, was destroyed by fire. The history of this lodge affords a notable illustration of unwise disposition of funds. Not only was the greater part of the accumulated capital taken for the purchase of land and erection of a hall, but an additional amount, borrowed on mortgage, was spent on the building. An actuarial valuation of the lodge's assets and liabilities was made at the end of 1886. The pro-

perty was then returned as being worth £3,455, subject to a mortgage of £1,800. This estimate was taken as correct, and the balance-sheet showed a surplus. At the next quinquennial valuation the actuary reported a large deficiency, due partly to depreciation in the value of the property. When, after the fire, the mortgagee had been paid out of the money received from the insurance office and the land sold, all that the lodge had to show for capital and. interest, which should have amounted to between £2,000 and £3,000, was £750. 32. There is a manifest growth of opinion in favour of the formation of branches of friendly societies for women. In the absence of statistical knowledge as to women's liability to sickness, there is a difficulty in fixing a scale of contributions for this benefit. The Manchester Unity in England issued tables compiled by Mr. Watson, the society's actuary, which appear to be based on the expectation of a somewhat higher sickness-rate among women than among men. As, therefore, the contributions must be regarded as experimental, and may require alteration, it is desirable to get rid of the idea which finds occasional expression that a change of contribution or benefit adverse to the contributor or beneficiary is a breach of contract. Unless the rates, if found inadequate, are revised, the entire loss resulting from the inadequacy, instead of being fairly distributed, will fall entirely on a section of the members. The assets and liabilities of a mutual assurance society are valued periodically, in order that it may be ascertained whether a readjustment of contributions and benefits should be made. 33. The report of the Registrar of Friendly Societies in New South Wales contains the following paragraph relating to branches of an order established outside the jurisdiction of the colony, in which the said branches are registered as separate societies : — Another difficulty has arisen in connection with the registration in former years of certain societies which are merely branches of other associations, whose head-quarters are not in New South Wales, and whose funds to meet death benefits, and certain other contingencies, are outside the jurisdiction of uhe local Courts. The societies of this character have been advised that they must take such steps as will be necessary to maintain their funds within the Colony of New South Wales, and to dissociate themselves from Orders outside jurisdiction. 34. An official report to the United States Government on the working of the compulsory insurance laws of Germany has been prepared by Mr. John Graham Brooks. The development of a national experiment on so vast a scale cannot fail to afford valuable information, not only in respect of the comparative merits of voluntary thrift and compulsory insurance, but also on practical questions common to both systems. In the author's opinion, the benefits of the scheme should not be regarded as limited to the pecuniary relief of unavoidable poverty. Outside the economic estimate, a high value should, he thinks, be assigned to the moral effect, the cultivation of the ethical sentiment, the infectious recognition of social obligations, as well as to the educational results, the improvement in methods for the prevention of accidents and sickness and in the curative treatment of patients, increased facilities for discrimination between genuine and feigned distress and for detection of malingerers, and also to the intellectual training of the numerous officials of an important public department. Although it does not seem that free associations are likely to survive in the overshadowing presence of a national organization, yet — The advocates of the scheme claim that every essential of a vigorous individual initiative has been preserved. They refuse to admit that this State system is in any way opposed to self-help, but is rather a means of securing real and independent action to the masses. Because individual effort covered so small a portion of the ground, the huge sum total of misery unprovided for supplied a strong argument in favour of the new departure. Voluntary insurance left millions of men and women exposed to conditions under which sickness, accident, and premature death would work extremes of suffering, which society had no right to permit if any practical way of avoiding it could be reached. While enforced contribution for the various benefits is doubtless of advantage to some, it remains an open question whether the material prosperity of wage-earners as a class will be improved under a general system of compulsion; nor is it possible to foretell whether there will be a balance of gain or loss to the nation when the ethical as well as the economic results come to be weighed. Tbade-unions. 35. Eegistrations under " The Trade Union Act, 1878," and transactions relating to registered trade-unions during the year 1894 were as under: — Registrations. 36.
