JOINT LIBRARY COMMITTEE (REPORTS OF THE).

No. I. The Joint Library Committee have the honour to report that they have agreed to the following resolutions, namely:— 1. That the members of both Houses residing out of Wellington may obtain books from the Library, subject to the following conditions ; — 2. The Library Committee shall provide book-boxes of wood, wicker, or leather of various sizes for the transmission of books. 3. All books may be sent out except those of the undermentioned classes, namely, — (1.) All the works in the small reference-room except United States minor publications; (2.) Valuable illustrated works; (3.) Old and rare editions; (4.) Works of reference, namely, — a. Dictionaries and grammars ; b. Encyclopaedias; c. Gazettes; d. Hansards; c. Statistics; /. Statutes; g. Law books, except works on jurisprudence in general ; h. Maps and atlases ; (S.) Bound magazines, newspapers, and other serials; (6.) Any publication bearing the label " Not to be taken out of the library." All valuable and rare works shall be absolutely excluded from circulation in this manner. 4. At the close of the session, or at any time during the recess, any member desiring to avail himself of the privileges conferred by these regulations shall signify the same to the Librarian, and sign an undertaking making himself responsible for the value of any works supplied to him which may be lost or damaged whilst in his possession or in transmit to or from the Library. . . 5. No book to remain in the possession of a member for more than two months, including the time occupied in transit. 6. Not more than six volumes shall be allowed to remain m trie custody of any member at one time. ■ 7. That, with a view of enabling periodicals to be torwarded to members under the arrangement now proposed, and at'the same time of leaving a copy in the Library for reference, a second copy of all periodicals supplied to the Library be bound. 8. That a recommendation be made that a sum of £50 be placed on the estimates for the purpose of providing the boxes or baskets required for the transmission of books to honourable members. 9. That members*wishing to avail themselves of the above privileges be requested to deposit with the Librarian a sum equal to the average cost of the boxes required. 10. That all books shall be returned immediately on the issue of the Proclamation summoning Parliament for the despatch of business.

11. The Eecess Committee shall report to the Joint Committee on the reassembling of Parliament as to the success or failure of the experiment. 12. That Mr. James be appointed Assistant Librarian, and that he receive a salary of £250 sterling per annum, subject to the approval of Parliament. 14th September, 1891. Eobeet Phabazyn, Chairman.

No. 11. The Joint Library Committee have the honour to report that they have agreed to the following resolutions, namely :— 1. That the members of both Houses of Parliament residing in or within fifteen miles of Wellington be the Eecess Library Committee. 2. That the Eecess Committee have all the powers of the Joint Library to make appointments temporarily. 3.
