POST OFFICE DEPARTMENT.

E E P 0 E T. The increase in the business of the department during the year, has not only been considerable, but has also been of the most satisfactory character. It will be observed, from the tables appended to the report, that the increase was not confined to any particular branch of the department, but was of a general character throughout the service—a result which may fairly be ascribed to the prosperous condition of the colony. The revenue largely exceeded the amount estimated ; and the expenditure for salaries, and inland mail services, has been less than the sums voted, notwithstanding the large increase of business. Circumstances rendered it necessary to make considerable changes in the staff of the department during the year, and some difficulty has been experienced in securing proper and efficient assistance. Several letter carriers have been promoted to junior clerkships, and it has been found absolutely necessary to engage the services of persons above the age of cadets. The department has secured the services of a gentleman as Inspector who has had large experience in the Imperial Post Office. A proper system of official inspection is now being brought into operation. The want of such a system has been seriously felt for some time past. It has been considered desirable to alter the regulations affecting Sunday duty. The rule was, that no Post Office should be opened, and no officer should attend office on Sunday. After a brief trial, this was found to operate very unfairly against the mail clerks. It had also been stated that, in the event of an English, or other heavy mails, arriving at the larger Post Offices on Sunday, it would be impracticable to despatch the correspondence to Country Post Offices by the Monday morning mails, if the inward mails were not sorted on arrival. It was therefore decided that attendance at Post Offices on Sunday should be entirely optional with the officers themselves ; and that any officer attending office for the purpose of sorting mails arriving on a Sunday, would be paid for overtime. The question of Sunday duty has received very careful consideration. It has been urged in several quarters, that mails arriving late on Saturday, or during Sunday, should be opened, and the correspondence delivered on Sunday. The department, however, held the opinion that only in very rare and exceptional cases should Post Offices be opened on Sunday ; and that it was desirable the Post Office officials should be at liberty to exercise their individual opinions in the matter of Sunday observance. In the neighbouring colonies, the Post Offices are, it is believed, strictly closed on Sunday. The first number of a Postal Guide, published quarterly, was issued in January last. In addition to the usual information found in such publications, full particulars are furnished respecting the Telegraph, and Government Life Insurance and Annuities Departments. I—E. 1.

DEPARTMENTAL. The following is a Schedule of all Post Offices in the colony in 1873, compared with the number open in 1872: —
During the year, 47 new Post Offices were opened, 5 re-opened, aud 10 closed. A branch Post Office has been established at the junction of Albany and George Streets, Dunedin, and placed under the charge of an officer of the permanent staff. In connection with this office, there is also a Telegraph Station. A branch Post Office has also been established at Colombo Street South, Christchurch, mainly with the view of affording the public facilities for posting newspapers. The area of the letter carriers' delivery within the City of Wellington has been extended, and an additional letter carrier appointed. At Dunedin, newspapers are now permitted to be posted in the receiving-boxes, hitherto available for letters only. It is the intention to extend this arrangement to the larger cities, should it be found that such an alteration can be effected without serious inconvenience, or much additional expense to the department. Inland Mail Seevices. The Inland Alail Services have, on the whole, been satisfactorily carried out. Several additional services have been established. During the year, 253 inland mail services were in operation : 84 having been performed by coach and mail cart; 111 on horseback ; 9on foot; 42 by water; and 7by railway. The distances to be travelled for the 253 services was 7,319 miles; and the total number of miles travelled was 1,350,232, at a cost of £23,648 16s. 2d., or an average of about 4id. per mile. The cash revenue from all sources amounted to £60,535 18s. 2d., as against £50,586 6s. 4d. collected for the previous year; an increase of £9,949 11s. lOd. in favour of the year just ended. The following statement shows the sums collected as Postal Revenue, and the amount of increase or decrease, year by vear, during the last six years:—
For the above period the revenue has increased at the rate of 3286 per cent.; while last year's receipts exceeded those of the previous year by 19"66 per cent. The expenditure on Salaries and Inland Mail Services has been within the authorized limits. But in consequence of large payments having been made to the Imperial Post Office on account of the late Suez Mail Service, the vote for Conveyance of Mails by Sea has been exceeded. Registered Lettees. The number of letters registered during the year 1873 is slightly under the number registered in 1872. This class of correspondence is the only one which does not show an increase. The total number of letters registered in 1873 was 39,304, against 39,707 in 1872. The decrease is in the= number of letters for delivery within the colony. Dead Letters. The number of unclaimed, or dead letters, dealt with in the Dead Letter Office during 1873, is given in the following table, which also shows the number disposed of, year by year, since 1869:—
Postage Stamps. The new issue of Postage Stamps was made in January last. The denominations have not been changed, but the designs are entirely new. The following is the description of the designs and colours of the postage stamps of the issue now in use : — One permy —Queen's head, on an oval ground, printed in mauve. Twopence —Queen's head, in dotted circle, printed in crimson lake. Threepence—Queen's head, in circle, printed in sepia brown. Fourpence—Queen's head, on a square ground, printed in Indian red. Sixpence—Queen's head, in circle and hexagon, printed in blue. One shilling—Queen's head, on an oval ground, printed in green. The halfpenny newspaper postage stamp has not been changed. English postage stamps can now be obtained at all Chief and Head Post Offices, as well as at the principal Aloney Order Offices. The department procured these stamps with the view of supplying a long-felt want, and to afford the public the opportunity, when desired, for forwarding a stamp or stamped envelope to their relatives or friends in the United Kingdom, so as to relieve them of the postage when sending replies. It w ras also believed that the convenience would tend to encourage the middle classes in the United Kingdom corresponding with their friends or relatives in the colony. The postage stamps are not permitted to be used as remittances. Inteecolonial Lettees. The resolution of the late Intercolonial Conference, that there should be one uniform rate of postage on all letters addressed from one colony to another, has been given effect to. On the Ist of January last, the postage on letters for Australia and Tasmania was reduced from threepence to twopence per half-ounce. It was not anticipated that this reduction would cause a corresponding increase in the number of letters ; and the alteration has entailed a loss to the revenue of about £400 for the six months ended in June last. Buildings. In order to provide more adequate accommodation, it has been necessary to procure new offices for the General Post Office Department.

It is anticipated that the re-building of the Auckland Post Office (destroyed by fire in October, 1872,) will be completed about the beginning of 1875. New Post Offices and Telegraph Stations have been erected and occupied at Gisborne, Hamilton, Te Awamutu, Wairoa, Eoss, Malvern, Eakaia, Eangiora, Washdyke, Clinton, and Switzers. The following Post Offices and Telegraph Stations are either in course of erection, or proposed to be erected:—ln Auckland—Alexandra, Newcastle, Onehunga, Opotiki, Pukorokoro, Drury, Eiverhead, Helensville, Warkworth, Waipu, Wangarei, Kawa Kawa, Ohaewae, Hokianga, Eussell. In Hawke's Bay—Napier, Norsewood (Post Office only). In Wellington' —Turakina, Palmerston North, Carterton, Upper Hutt, Masterton. In Nelson—Lyell. In Marlborough—Blenheim. In Canterbury—Christchurch, Kaiapoi, Southbridge, Geraldine. In Otago —Tapanui, Teviot, Waikaia, Otepopo St. Bathans, Pert Chalmers, Waikouaiti. Mail Steam Seetices. It is gratifying to be able to state that the Californian Mail Service has been re-established. The first steamer under the temporary contract left Auckland on the 22nd December last for San Francisco, by way of Kandavau and Honolulu. The service has not been carried on as satisfactorily as could be desired ; and it has been necessary to draw the contractors' attention to the manner in which they were performing their contract. It has been urged by the contractors that allowances should be made for their having commenced the temporary service without delay ; and also for the stranding of the " AlacGregor " at Kandavau, on the first return voyage from San Francisco. The contract for the permanent service provides that the service should commence in November next. The contractors, however, have found it necessary to apply for an extension of time, which has been granted. It is stated that the time allowed was insufficient for building steamers of the tonnage required for the permanent service. The late contract entered into in 1867, between the Imperial Government and the P. and O. Company, for the carriage of the Australian mails, was terminated on the 31st of December last, and from the Ist of January a new arrangement came into force in respect to the conveyance of mails between the Australasian Colonies and the United Kingdom. In the event of the colonies, or either of them, establishing mail services by way of San Francisco, Galle, or Singapore, the Imperial Post Office agreed to convey mails to and from the points named and the United Kingdom, free of cost to the colonies ; and, in addition, would pay to the respective colonies the postages collected on correspondence despatched to the colonies, less an amount representing the British inland rate of postage; and in the case of the Brindisi route, a further sum sufficient to cover transit charges. With regard to the Californian service, the result of this arrangement is:—New r South Wales and New Zealand jointly maintain a line of steamers for the carriage of mails between the respective colonies and San Francisco, and the Imperial Post Office provide for the transit of the mails between San Francisco and the United Kingdom. On the correspondence despatched to the contracting colonies from the United Kingdom, New South Wales and New Zealand receive from the Imperial Post Office—on letters, Is. 3-J-d. per oz.; on books, Is. 2d. per lb. ; on newspapers, 3|d. per lb. And with respect to correspondence conveyed to and from non-contracting colonies, by the Californian route, New South Wales and New Zealand receive from those colonies—on letters, Is. 7d. per oz.; on books, Is. 6d. per lb.; and on newspapers, 6d. per lb.—these amounts, it has been calculated, representing the gross postages. Under this new arrangement, the Government of Victoria have entered into a contract with the P. and 0. Company for a period of five years, for a four-weekly mail service between Alelbourne and Galle, at a cost of £90,000 per annum. This colony contributes to the cost of this service to the extent of the amount represented by the gross postages on the correspondence sent and received. A Tery free use has been made of this service; and it is to be remarked that the inward mails have invariably been delivered within the contract time. A contract has been entered into by the department for conveying the Galle and English mails to and from Melbourne and this colony. The service commenced in August last, and is to remain in force for a period of three years. The annual subsidy is £5,000. A correspondence is proceeding with the Government of Victoria with the object of arranging that the outward Suez steamer shall wait some hours for the New Zealand mails, in the event of the steamer carrying them to Alelbourne arriving late. The Government of Queensland have also established a mail service under the new arrangement j a contract having been entered into for running a line of mail steamers between Brisbane and Singapore (by way of Torres Straits), at a subsidy of £20,000 per annum. This service, under present arrangements, is of little value to this colony, and no mails have been forwarded from this end. Numbers of letters, however, are sent from the United Kingdom to this colony, by way of Singapore ; and the average length of time occupied in transit has been found to exceed seventy days. A contract has been entered into for the performance of a mail steam service (in connection with the San Francisco Service) between the Manukau aud Hokitika, by way of New Plymouth, Nelson, Westport, and Greymouth. For some time past, Nelson and the West Coast ports of the Middle Island have not enjoyed reliable mail communication ; and this service provides for the prompt receipt and despatch of English mails via San Francisco. Steam services are also established between Wellington, Castle Point, and Napier; and between Auckland, Gisborne (other intermediate ports when required), and Napier. These services are not subsidized wholly for the benefit of the Postal Department, but rather with the view of bringing the more remote ports of the East Coast in direct and regular communication with the large commercial centres. The subsidies for these services are not charged against the postal votes. The steam service hitherto performed between the Fiji Islands and Auckland has been extended to the Middle Island. A temporary agreement has been entered into for the performance of four services, once every six weeks, between Port Chalmers and the Fiji Islands, by way of Lyttelton, Wellington, Napier, and Auckland. The subsidy agreed to be paid is as follows : —For the first com-

plete voyage the sum of £400, and £300 for each of the three succeeding voyages. This service is not, correctly speaking, a postal service, but is to be regarded as one for opening up and extending trade between this colony and the Fiji Islands. As in the case of the East Coast services, the subsidy is not paid by the Postal Department. Monet Oedees. During the year 1873, 5 Money Order Offices were opened in the colony, namely,—at Mangawhare, Ahaura, Ashburton, Hurunui, and Green Island: making a total number of 97 offices open at the close of the year. The number of Money Orders issued in the colony during the year was 52,351, for £219,258 ; or more by 7,691 orders, aud £28,248, than the orders issued in 1872. Of these, 34,288, for £142,642, were made payable within the colony; 11,913, for £48,547, in the United Kingdom; and 6,150, for £28,068, in the Australian colonies. The increase during 1873 consisted, like the increase of the previous year, mainly of orders payable in the colony. There was, however, the unusually large increase of 1,294 orders, for £4,012, in the issues on the United Kingdom: the increase for the previous year being only 212 orders for £337. On the other hand, the amount of Money Orders paid in the colony during 1873, which were issued in the United Kingdom, was less by £297 than in the previous year. The total amount of the orders paid in the colony, which were issued in the United Kingdom and the Australian colonies, was £14,364, while the orders sent from New Zealand to those countries amounted to £76,615. Of the balance against the colony of £62,251 shown by the above figures, about £42,000 was in favour of the United Kingdom, and £20,000 in favour of the Australian colonies. The number of Aloney Orders issued which were transmitted by telegraph, was 6,576, for £31,601;. the increase for the year being about equal to that of the previous year. The commission derived from the issue of Aloney Orders amounted to £3,560, or more, by £491, than the commission received during 1872. Savings Banks. In Table No. 6, appended to this Eeport, will be found a statement of the business of the Post Office Savings Bank, year by year, to the close of 1873, from which statement it will be seen that the increase of the business of the Bank for the last two years has been very largely in excess of that of any previous year. The number of new accounts opened during the year was 7,382; the number closed, 3,816 ; and the number remaining open at the close of the year had increased to 17,132, from 13,566 at the close of 1872. The deposits received during the year were 39,223 in number, amounting to £580,542 ; and the average amount of each deposit was £14 16s. 2d. The withdrawals amounted to £425,908: the number being 21,268, and the average amount of each £20 os. sd. The amount of interest credited to depositors during the year was £20,106 ; the rate allowed being 4 per cent, on the balance of each account when not exceeding £200, and 3 per cent, only when above that amount. The balance at the credit of depositors was £664,807 at the close of the year, and the average amount at the credit of each account had increased to £38 16s. Id., from £36 2s. sd. at the close of 1872. The cost of the management of the department did not exceed £1,800, or a rate of 7&d. for each deposit or withdrawal. The rate of interest on deposits has been increased since the Ist July. Interest at the rate of 4J per cent., instead of 4 per cent., is now paid on sums not exceeding £200; and 4 per cent., instead of 3 per cent., on sums exceeding £200, but not exceeding £500.
