No. 1. REGISTRATION OF ELECTOES BILL. Tiee Committee appointed by the House of Representatives to manage in conjunction with a Committee of the Legislative Council a Conference on certain amendments made by the Legislative Council in a Bill entitled "An Act to amend the law relating to the Registration of Persons qualified to vote at elections of Members of the House of Representatives," report to the House as follows: — First —That the said Committees at the Conference did not come to any agreement as to the amendments made by the Legislative Council in the third clause of the said Bill or as to any modification thereof. The Committee appointed by the Legislative Council urged in favor of retaining the amendments, the following reasons : — First —" That no duties should be imposed on the Judges of the Supreme Court except such as are of a judicial nature." Second—" That there was a probability that the Judge whose duty it would be to make some appointment might be absent from his district at the time when the appointment ought to be made, and that great confusion and inconvenience might arise in consequence of the appointment not being made at the proper time." Third—" That no sufficient reason has been shown for altering the practice which has hitherto existed in this Colony, and which it believed to exist generally in other Colonies." Your Committee urged against the amendments made by the Legislative Council and in support of the third clause as it passed the House of Representatives, the following reason : —■ " That it was inexpedient that the Executive should take any part in the construction of the Electoral Roll, and consequently that the appointment of the Registration Officers ought not to be made by the Governor, but by some authority independent of the Executive Government." Secondly —Your Committee have to report that the Committees at the Conference have agreed to modify the amendment made by the Legislative Council in the twenty-fourth clause of the Bill by striking out the words following " in respect of a freehold qualification." The Managers of the Conference on " The Registration of Electors Act, 18G6," have met the Managers appointed by the Legislative Council, and have the honor to report to this House, that the amendments made by the Legislative Council in the Act have been agreed to, with the exception of that in clause 24, in which the words "in respect of a freehold qualification" were struck out. E. ~W. Stafford, 27th September, 186 G. Manager. No. 3. PRIVILEGES OF THE HOUSE OF REPRESENTATIVES. The Managers of the Conference agreed to yesterday on the subject of the privileges of the House of Representatives met this day. The Managers on the part of the House stated that the Conference was requested on the subject of the amendments made by the Council in " The Gold Fields Bill, I860," as the House believing the Bill to be a beneficial measure of great importance to a large interest of the country, and very much desired by those specially concerned, is anxious that it should pass into a law, but is at the same time solicitous of guarding itself against impairing or prejudicing its privileges by agreeing to the amendments made by the Council. The Managers therefore propose that the present case shall not bo considered as a precedent or in any way as a concession (except so far as it may be in this instance) of any of the rights, powers, or privileges, of either the Council or the House, and request that the House be allowed to consider the amendments referred to with this understanding. No. 4. CROWN GRANTS BILL, 1866. The Managers of the Conference on " The Crown Grants Bill, 1866," have met the Managers appointed by the Legislative Council, and have the honor to report as follows to the House of Representatives:— That the Managers of the Legislative Council having heard the objections of the Managers of the House of Representatives to Section XXI. of the aforesaid Bill, and been informed that a Bill is at present under the consideration of the Assembly, in which the objects provided for by the said section may be more conveniently dealt with, have agreed that the section in question shall be omitted from " The Crown Grants Bill, 1866." J. C. Richmond, 28th September, 1866. For the Managers of the Conference. No. 5. THE GOLD FIELDS BILL. The Managers of the Conference on the part of the House of Representatives with the Legislative Council on the amendments made by the Legislative Council in the Gold Fields Bill have the honor to report that the amendments made by the Legislative Council have been agreed to with the following modifications, viz.: — That in clause 19 after the word " affected" in the ninth line the words " or rendered valueless" be inserted, and the words " and shall make their award accordingly" added after the word " suspension," and all the remainder of the clause omitted. That in clause 21, sub-section 10, the words " throughout the whole of be struck out, and the word " in" inserted in lieu thereof. That in clause 109, the word " thirty" be erased in the sixth line. The Managers on the part of the House of Representatives beg to report that they have conferred with the Managers appointed by the Legislative Council on the subject of the amendments introduced into this Bill by the House of Representatives, and that they have been unable to agree upon any modifications of thoso amendments which they can recommend tor acceptance by the House. Jonx Hall, 6th October, 1866. On behalf of the Managers of the House of Representatives. No. 7. PASTORAL LANDS (NELSON) LEASING BILL. The Managers on the part of the House of Representatives have agreed with the Managers on the part of the Legislative Council to recommend the acceptance of the Bill with the following amendments: — In clause 12, line 4, insert before the words " Resident Magistrate" the words " Speaker of the Provincial Council and the." In line 4 omit the words " who are" and insert the words " together with a third person to bo chosen by them and such tribunal is." In line 5 omit the word " this" and insert the word " such." At the end of clause 23 add the following words : —" And such Order in Council shall not be issued before the first day of January, 1567." John Hall, For the Managers of the Conference. No. 8. MARLBOROUGH WASTE LANDS BILL. The Managers on the part of the House of Representatives on the Conference on amendments made by the Legislative Council in the Marlborough Waste Lands Act, report that they have been unable to come to any agreement upon the subject in dispute. Ceosbie "Waed, For the Managers of the Conference. No. 9. MARLBOROUGH WASTE LANDS BILL (No. 2). The Managers on the part of the House of Representatives have agreed with the Managers on the part of the Legislative Council to recommend the acceptance of the Bill with the following amendments : — In clause 79, line 3, strike out all the words after the words " in dispute" in the third line, and insert the words " to the Speaker of the Provincial Council and the Resident Magistrate at Blenheim together with a third person to be chosen by them, whose decision after such inquiry as may seem to them sufficient shall be final and conclusive. In the ninety-second clause, add the words " and such Order in Council shall not be issued before the first day of January, 1867." Johx Hall, 6th October, 1566. For the Managers of the Conference.

No. 10. THE ATTOENEY-GENEEAL BILL. Tiie Managers on the part of the House of Eepresentatives have agreed with the Managers on the part of the Legislative Council, to recommend that the amendment made by the Legislative Council in the fifth section of the Bill, be not insisted upon, and that the amendments made in the sixth section of the Bill be agreed to. E. W. Stafford, 6th October, IS6G. For the Managers of the Conference. No. 11. GOLD FIELDS MEMBEES QUALIFICATION BILL. The Managers of the Conference on the Gold Fields Members Qualification Bill have met the Managers appointed by the Legislative Council, and have the honor to report as follows: — That they have agreed to the substitution of the following instead of clause 2, and recommend it for adoption by the House of Representatives:—" No election which has already taken place or which may take place before the end of the next session of the General Assembly of any Gold Fields members of the House of Eepresentatives or of any member of the House of Eepresentatives for the District of Westland or of any member of a Provincial Council for any Provincial Electoral District comprised within the said District of Westland shall be deemed to have been or to be invalid by reason of the person so elected not having possessed or not possessing any other qualification than those provided in the above recited Acts or any of them." Jonx Hall, Bth October, 1866. For the Managers of the Conference. No. 12. PROVINCIAL COMPULSORY LAND TAKING BILL. The Managers of the Conference between the Legislative Council and the House of Eepresentatives upon the amendments made in the Legislative Council to the " Provincial Compulsory Land Taking Bill," have agreed to substitute the following amendments for those made by the Council, viz. : — 1. To add to section 2 the following proviso : —" Provided also that nothing herein contained shall be taken or deemed to authorize any Provincial Legislature to make or ordain any Act Law or Ordinance authorizing the compulsory purchase or taking of any land for the purpose of endowing or paying for the construction of any work or undertaking." To add to section 4 the following proviso : —" And such assent shall not be given unless it be shown to the satisfaction of the Governor that the work or imdertaking in respect of which any land is proposed to be taken compulsorily is intended to be carried out within a reasonable time and that proper provision has been or can and will be made to meet the expense necessary for the completion of the same." J. C. EICHMOND, 16th August, 18GG. Chairman of Conference. No. 13. PEOTECTION OF CEETAIN ANIMALS BILL. The Managers of the Conference on the part of this House on the amendments made in the " Protection of Certain Animals Bill," have the honor to report that they have met the Managers appointed by the Legislative Council, and have agreed to the following amendments which they recommend for adoption by this House. That after the words in the third clause " not less than five pounds," the amendment of the Legislative Council be struck out, and the following words inserted in lieu thereof: " Provided that nothing herein contained shall prevent the proprietor of any enclosed land from taking killing and pursuing game on such enclosed land or subject him to any penalty for so doing." That in clause 6 the word " five" before " years" be struck out and the word " three" be substitiited in lieu thereof, and that the words " or alive" after " pheasant" be struck out. That the amendment proposed in clause 11 by the Legislative Council be expunged. Eobeet Ghaiiam:, 12th September, 1866. For Managers of Conference. No. 14. LUNATICS OEDINANCE AMENDMENT BILL. The Managers of the Conference on the Lunatics Ordinance Amendment Bill have met the Managers appointed by the Legislative Council, and have the honor to report as follows to the House: — "That having heard the objections of the Managers of the Legislative Council to the amendments made by the House of Eepresentatives in the said Bill, the Managers of the House of Eepresentatives agreed to withdraw the same."
