INTERNATIONAL SETTLEMENT CONTROL BY POLICE (United Press Assn.—Elec. Tel. Copyright) NEW YORK, Feb. 29 The Japanese Consul-General and the chairman of the Municipal Council of the International Settlement have signed an agreement permitting the Settlement police to resume control of the areas north of the Soochow Creek, which have been policed by the Japanese Navy since August, 1937, says the Shanghai correspondent of the United Press. The agreement partly restores the Council’s former powers in the Japanese areas of the Settlement.
