PROPOSED LIFE MEMBERS. BILL READ SECOND TIME. United Press Assn.—Elec. Tel. Copyrlg-nt. LONDON, April 4. In the House of Lords to-day Lord Hockley moved the second reading of a bill for the appointment of live life peers yearly to a total of 30. The appointments would be made for pre-eminent services in the Navy, Army, Air Force, diplomatic, civil, or consular service and for former Governors of colonies and -men distinguished in law, medicine, service, art, literature or commerce. Lord Roekley said the bill would permit of the admission to the Upper House of able and useful men whose fortunes arc inadequate for hereditary peerages.
The Earl of Midlelon moved the rejection of tlie bill on the ground that it was totally inadequate for the reform of the Chamber, lie said sometiling should be done to reduce tlie size of the House. For 16 years Viscount Rothermere, in spite of his interest in political life, had stayed away, considering it not worth while to participate in their discussions. Fully 400 peers did not appear in the Rouse once in a session. The bill was read a second time by 44 votes lo 14.
