In the House of Commons the Budget debate caused an interesting Liberal revolt against 'the Government upon the issue as to whether excessive power was given the Import Duties Advisory Committee, when it was permitted to authorise the Treasury to remove goods from the free' list and make them liable to duty. The question whether additional food taxes could be imposed was the chief point of discussion, several Liberals expressing the opinion that the House of Commons would only be able to say “ ditto ” to the decisions of the committee when these had been approved by the Treasury. On a division on the Labour amendment 72 voted against the Government, including Sir H. Samuel (Secretary for Home Affairs), Sir Donald Mac Lean (President of the Board of Education), the Liberal Whips, in addition to several followers of Sir John Simon. , The House of Commons, by 305 votes to 72, gave the Advisory Committee power to recommend duties on foreign meat and wheat.

The vote on which the Liberal Ministers and members voted against the Government was on an amendment 1 moved by Major C. R. Attlee (Labour, Limehouse, Stepney) to maintain wheat and meat permanently on the free list of imports. The 'Government’s resolution was carried by 283 votes to 56.
