FLEET NEEDS OVERHAUL.

(Australian and N.Z. Cable Assn.) WASHINGTON, January 28.

- Admiral R. E. Coontz, formerly Com-mander-in-Chief of the United States Navy, has drafted a confidential repoci on the condition of the battle licet, which lie says sadly needs overhauling. The admiral intimates that the navy has fallen behind the 5-5-3 ratio.

The report has been placed in the hands of the chairman pf the Naval Committee of the House of Representatives, Mr Butler, for consideration by that body at a secret session. Some of the members of the committee describe the report as sensational. It was basea on Admiral Coontz's observations on the cruise of the licet to Australia and New Zealand, and it is said to have seriously disturbed the General Navy Board. Therefore it has been deemed advisable to" submit the matter to Congress for consideration.
