PUBLIC OPINION
BOROUGH ADMINISTRATION. (To the Editor.) Sir, — I read your lengthy report on borough administration with great interest but ii!) surprise, as the disclosures therein were by no means "revelations"—they wore so apparent <o all but the Council. While the Councillors who prepared the report deserve thanks for their trouble, they are not, by the fact of drawing up the document, exonerated from any share of the blame, and tho position into which the borough has been allowed to drift. I know your space is valuable, and will not trespass further than to suggest that the manager should be .given power to "sack" the Council.— I am, etc., RATICUS.
