PROPOSED REFORMS IN GOVERNMENT. Received August 25, noon. PEKIN, August 33. General Tsao Kun, who defended the Central Chinese Government from the recent attacks by th© Anfu army, has been appointed Inspector-General of the provinces of Chijui, Shantung and Honan. A conference held between General Kun, Premier Yupang and General Tsoi in (military inspector in Manchuria) resulted in a decision to- call a national convention of citizens to decide upon the Government administration of reforms and popular government.
