AMERICAN ENGINEER'S REPORT. Press Association.—Telegraph.—Copyright. Received July 7, 8.5 a.m NEW YORK, July 6. General Bi.xby, chief of the United States Engineer Corps, who personally inspected the battleship Maine, announces that the vessel’s loss was due to the explosion of three magazines. It is impossible that the disaster could have been due to any exter nal explosion.
