The tendency towards Imperial devolution is evidenced by two announcements in the House of Commons today The report of tho Joint- Select Committee of the House of Lords and House of Commons that the Government of India Bill is conceived Avholly in the spirit of the Govexiiment pronouncement of August * 20th, • 1917, marks a great step in tho path of selfgpvernment. Colonel' Amery stated that Malta receives home rule in IP2I in purely local affairs, but tho. naval and military services are to be under the Imperial authorities.
