FRENCH LOTTERY SCHEME.

PARIS, Saturday. The Government is making the first issue of the 160 million sterling lottery bonds in order to reconstruct the devastated areas. The bonds are for 500 francs each, are redeemabls in sixty years, and bear five per cent interest free of all French taxation.
