THE TOTE AGENT.
The Bishop of Auckland, in a charge to his diocese, delivered on the 26th October, referred pointedly to the " tote man " and his touts. Here are his remarks:—" This sort of man knows no mercy for any person fool enough or ignorant enough to have dealings with him. His touts are everywhere, and their methods are not less vile than those of their employer; they tempt the woman to gamble when the husband has left home for his work ; they are in factories, mills, shops, offices, schools, and in all places where dupes can be found. Added to legislation, we want both pulpit and press to combine in forming such a public opinion as will make it well-nigh impossible for such persons to follow their unclean occupation, but will drive them to cleaner modes of livelihood. The young are, almost unwittingly, enmeshed in the snares of the low-class bookmaker and his touts. The safety of the younger men and women should be the aim of all men who, in a democratic country, care for social righteousness."
