Domestic Reforms

The Empress-Dowager of China has directed that schools for Chinese girls shall be established in Pekin and in the provinces, and that the first step to be taken is to have the girls unbind their feet. Some time ago a Decreo had been promulgated enjoining upon the Viceroys and Governors of the provinces to exhort women and girls to unbind their feet, but thus far nothing actual had been done on account.of tho dense ignorance of the women, who are too conservative to adopt reforms. This time, however, in starting these girls' schools, the object is to dispel the women's ignorance, so that the measure imperially enjoined will be duly carried out.
