HONGKONG. Peasants and labourers who had incurred debts with their landlords in rural regions liberated by the Chines? Peoples Army last, year have been officially told that they need not. meet their obligations, according to the ‘‘South China Daily of Canton. The paper sa : d this was the most important provision in the set of regulations known as "measures for the settlement of disputes over debts in the rural districts in the now liberated areas,” which were recently promulgated in Peking. The regulations, besides cancelling all debts due to farm landlords, also provided for the cancellation of debts due to wealthy farmers should the interest, paid exceed 200 per cent of the principal. The ruling applies to debts contracted before the liberation. —Reuter.
