NEW PROPOSALS FOR ATOMIC ENERGY CONTROL
NEW YORK, Nov. 8 (Recd. 7.4 g pm)—A four-point plan to break the East-West deadlock on atomic energy control was suggested by General Carlos Romulo, president of the General Assembly of the United Nations, today. He suggested in a letter addressed to six atomic powers (the Big Five and Canada): (1) A short-term atomic armistice accompanied by an inspection system; (2) interim prohibition of the use of atomic weapons with adequate safeguard; (3) some compromise whereby there could be inspection of atomic plants without requiring them to be put under international operation and control; (4) a new approach to the question of control on th P basis of the latest scientific data. General Romulo said in his letter that mankind was not prepared to accept a deadlock on a matter so serious to the future of the whole world. Every effort must be made to explore even the remotest possibility of an effective agreement.
