The Secretary of the Treasury, Mr. Vinson, told the House Banking Committee that approval of the British loan would not sweep awav Empire tariff preference, but he thought it would be reduced. Mr. Vinson, who was replying to Representative William Barry (Democrat, New York), added that the most important benefits of the loan would be from British agreements to abolish the sterling area dollar pool, so as to make sterling convertible and ,not to discriminale against American trade, ai«i do something about blocked sterling balances.
