EARLY ACTION WANTED London, Dec. 23. The preparatory commission of the United Nations Organisation at the plenary session agreed to the principle of the system of international trusteeship to replace mandates. The General Assembly will be recommended to adopt a resolution calling on State administering territories under League of Nations mandates to undertake practical steps at the earliest possible opportunity to conclude trusteeship agreements with the States directly concerned. The commission adopted a report dealing with the procedure of the General Assembly. This suggested that although the first session would deal primarily with organisation, any delegate should be allowed to raise urgent world problems for consideration.
