Second-Lieutenant A. Graham, a son o£ Mr. and Mrs. D. Graham, Okoia, has been mentioned in dispatches, according to private advice. Mr. E. J. Fawcett, Director-General of Agriculture, who was a New Zealand delegate to the recent Food and Agriculture Conference in Quebec, returned to Wellington this week. Flying-Officer E. F. Casbolt, who, before going overseas, was on the Wanganui staff of Messrs. Wright, Stephenson and Co., Ltd., has joined the firm's Wellington office.

Dr. C. P. Feltham, assistant radiologist, Wellington hospital, has been granted two years’ leave of. absence from August, 1946, to take post-gradu-ate training in radiology at Edinburgh.

The Mayor, Hon. W. J. Rogers, and Cr. T. N. Dickson, have been appointed to represent the Wanganui City Council at the annual conlerence in Christchurch, next March, of the Municipal Association of New Zealand. Crs. C. S. Smith and J. C. Batt, and the city librarian, Miss A. M. Blackett, have been appointed to represent the Wanganui City Council at the annual conference in Auckland next February of the New Zealand Library Association. »

Cr. J. F. Broad and the superintendent of parks and reserves, Mr. S. I. Cox, are to represent the Wanganui City Council at the annual conference of the New Zealand Park Superintendents' Association in Timaru next February.

Mr. L. F. Row, city engineer, is to attend the annual conference in Wellington next February of the New Zealand Institute of Engineers. Cr. G. P. Hawkins has been appointed to attend as a visitor from the Wanganui City Council.

Mr. Foss Shanahan, Assistant Secretary to the Department of External Affairs and Secretary to Cabinet, will be acting Permanent Head of the Prime Minister’s Department during the absence from New Zealand of Mr. A. D. Mclntosh with the New Zealand delegation to tha General Assembly of the United Nations Organisation. He will also be acting Secretary to the Department of External Affairs. Mr. Robert W. Balch, Christchurch, has been appointed assistant superintendent of reserves in Dunedin. Mr. Balch is 32 years of age. Before the war he was studying at Kew and Berlin. He holds the national diploma of horticulture (New Zealand), the certificate of horticulture (Kew), and a land surveying certificate. Since July, 1940, he has been serving with the British Army but is due for release this year. Twenty-one applications were received, seven from Britain. Mr. W. Robb, for 42 years a member of the Wanganui City Council's water and drainage staff, retires in the near future and was referred to by the Mayor, Hon. W. J. Rogers, at a recent meeting of the council. Mr. Robb joined the department in 1904 and was appointed foreman in 1924, succeeding Mr. Andrew Gilmour who retired that year. The council decided to record its appreciation of Mr. Robb’s services. Reference was also made to other workers leaving the council’s service. They include Messrs S. Ford, general department, H. Norris, gas department, and G. Ross, tramways.

Mr. A. C. Bourgeois, former president of the Wanganui Marching Association, was the recipient of a presentation at Cook’s Gardens last evening, when a large number of members of the girls’ teams, with their coaches and officials of the association, took the opportunity to provide him with tangible recognition of his services in fostering the movement. Mr. of A. Almond, secretary of the association, on behalf of the gathering, presented a wristlet watch to Mr. Bourgeois, together with a handbag for Mrs Bourgeois. Mr. C. T. Young also paid a tribute to the good work done by Mr. Bourgeois.
