PROPOSED NEW CONDITIONS Rugby, Feb. 15. Describing the Rushcliffe report on new conditions for nurses, Miss Florence Horsbrugh, parliamentary secretary to the Ministry of Health, said the report proposed national scale salaries for all hospitals on similar lines to the Burnham scale for teachers.
