CABINET CHANGES

ANNOUNCED IN BRITAIN NEW MINISTRY FOR TOWN AND COUNTRY PLANNING (Recd. 10.5 p.m.) London, Dec. 31. The appointment of a Cabinet Minister resident in North-West Africa and the proposed creation of a Ministry for Town and Country Planning are announced among British Cabinet changes. The new appointments are: Minister Resident at Allied Headquarters. North Africa.—Mr. Harold MacMillan. Minister Designate for Town and Country Planning.—Mr. W. S. Morrison. Minister Without Portfolio.—Sir William Jowitt, who will have access to the War Cabinet when he desires. Paymaster-General.—Lord Cherwell. Postmaster-General. Mr. H. F. Crookshank. Financial Secretary to the Treasury. —Mr. R. Assheton. Parliamentary Secretary to the Ministry of Supply.—Mr. Duncan Sandys. Parliamentary Secretary Designate to the Ministry of Town and Country Planning.—Mr. H. C. Strauss. Financial Secretary to the War Office.—Mr. Arthur Henderson. The Cabinet changes are interesting if not sensational. Mr. MacMillan is expected to leave for North Africa almost immedialely. His successor to the Parliamentary Secretaryship of the Colonial Office will be announced shortly. Sir William Jowitt’s appointment revives the office of Minister without Portfolio, which lapsed when Mr. Greenwood left the Cabinet. Sir William will continue to interest himself in post-war reconstruction.

The appointments of Mr. Morrison and Mr. Strauss are “designate” because legislation is necessary to create the Ministry for Town and Country Planning. Mr. Morrison will continue as Postmaster-General until the Bill is passed. Meantime, Mr. Crookshank, who will eventually succeed him. will go to America for the purpose pf studying the composition of British service and civilian missions there with a view to economies. Lord Cherwell is an interesting newcomer to the Cabinet. He will continue as personal assistant to Mr. Churchill but will have a salary of £2OOO a year as Paymaster-General. It is understood that part of Lord Cherwell’s duties will be to read departmental documents with a view of occasionally drawing Mr. Churchill’s attention to them. Mr. Duncan Sandys is the husband of Mr. Churchill’s eldest daughter.

The Times, in a leading article, welcomes the appointment of Mr. MacMillan to North Afrit-?!, where, in cooperation with Mr. Murphy, he will advise on many political and economic problems from behind the front line. Lieut.-General Eisenhower from the outset desired to be free from all such problems in order .to devote himself entirely to his military task. The Axis, despite manv losses of transports, succeeded in landing large reinforcements, and the completion of the Allied team through the aonointment of Mr. Murphy and Mr. MacMillan has not come too soon. Mr. MacMillan will receive a Cabinet member’s salary of £5OOO with allowances.
