GERMANY AGREES NO ARMS TO SPAIN i ADVICE TO FRANCE f e fßy Telegraph—Press Association—Copyright] r BERLIN, Aug. 24. v Herr Hitler has joined the Powers v I imposing an arms embargo on exports -1 to Spain. A communique says that the Government has informed all the States concerned that she has joined the proposed declaration and has therefore informed the French Government that she will now immediately enforce an arms embargo despite the fact that the discussions with Madrid in regard tc the release of the German freight aeroplane had not yet been completed. The German Government expects the other Governments to carry out effectively the measures agreed upon if they have not already done so. 1 Naval Relief in Spanish Waters. Germany is merely relieving and not increasing her naval strength in Spanish waters. The cruiser Leipzig and the destroyers Jaguar and Wolf ’ have replaced the Koln, the Sea ’’ Raider, and the Albatross, which have 5 returned home. To-day’s developments in the negot tiations for a non-intervention agree- ., ment have given much gratification in ? authoritative British circles, where f there is evident optimism that the i wider dangers in the situation arising t from the Spanish conflict may now be - obviated. Warm tributes are paid to t the patient and forseeing statesmanship shown throughout the long and difficult negotiations by M. Blum. No 1 secret has been made by the French j Government of the valuable timely support which M. Blum’s initiative has had throughout from the British Government. On several occasions the British have seconded the French representations in other capitals when such assistance was desired, and Britain’s unilateral and unconditional assumption last Wednesday of the obligations provided for in the Franch plan did much to strengthen confidence in the ultimate general agreement.
