The French Chamber of Deputies consist of 620 members elected every four years regardless of changes of policy end ministries. This is considered to give it an unwholesome power over the Cab inct of the day and immunity from the immediate influence of public opinion. The party system which links together electorate, Chamber, and Cabinet, takes the form of at least ten groups, of which only the unified Socialists and the Radical Socialists have anything like a nation-wide organisation and a code of discipline unifying and directing their policy within the Chamber. Under the group system it is necessary to have a coalition of groups to form a stable Ministry. M. Stecg. who is 62 years of age. was a member of various pre-war Cabinets. In 1921 he was appointed Gov-ernor-General of Algeria and five years later he became Resident-General in Morocco. _____
