The Daily Chronicle, apropos of a speech by M. {Stalin to the Soviet executive declaring that in the interests of economy and reconstruction the Soviet would be willing to give Eng land a trade agreement says this is as satisfactory as Germany's and urgJs the Government not to let the opportunity pass. 'The Chronicle says: ‘‘The policy of having no diplomatic relations with Russia must end. Unless Britain and other nations secure agreements the Germans will have the monopoly of foreign trade on Russian soil and we will be powerless to act with Russia, except through German agents.”
