RIJSSF 3 TURKEY DETAILS OF THE AGREEMENT THREE PROTOCOLS MOSCOW. Dec. 23. The Turco-Soviet, agreement becomes valid on its ratification for three years. The first of the three protocols lays it down that each reserves full freedom of action in relation tn the other Powers, outside the, limits of the ob ligations stipulated by the present agreement. The second sets forth that the political nature of the, union nr agreement, aforementioned comprises financial and economic agreements between any countries directed against either signatory. The third, lays down that the parties agree to arrange parleys to fix the method of arranging possible mutual differences not adjustable diplomatically.
