CLASH OVER NATIONAL LEVY Al. HERRIOT v. AT. CAILLAUX DRASTIC TAXATION FORESHADOWED PARIS, Oct. 18. The Radical Congress at Nice was the scene of a noteworthy clash on the subject of a capital levy, which Al. Herriot advocated and Al. Caillaux denounced, declaring that it would endanger the whole economic fabric of France. While forecasting drastic taxation, Al. Caillaux said that he would not drive the ship of State on to the rocks. The conference carried a resolution in favour of a special tax on all forms of fortune, but leaving the Government free to deal with the financial problem in its own way. Though the resolution closely resembles a demand for a capital levy, M. Caillaux agreed to support it, as it left the Government a free hand. He explained that ho voted as a member of the Radical Party, not as a member of the Government. The resolution averted a split in the nominal unity of the Radical Party. The Radical Socialist Congress at Nice reaffirmed the principle of supporting only a Government which follows the cartel’s programme. The Congress urged the Government, in conjunction with Spain to renew a generous and humane offer to the Riffs and Jabalas of the widest degree of autonomy compatible with international treaties.
M. CAILLAUX’S PLANS
EFFORTS TO RESIST CAPITAL LEVY Received Oct. 19, 11.15 p.m. (Sun Cable.) PARIS, Oct. 18. M. Caillaux, for the purpose of resisting the capital levy, is presenting a Bill consolidating the internal debt at 4J per cent., enabling the production of a sinking fund, of which one-third is to meet foreign obligations, and the remainder to cancel internal debts, now absorbing 220 million sterling interest, out of an income of 360 millions.
