PARIS, December 2. Cardinal Amette presided at a special meeting of liis Episcopate, which decided to urge the resumption of diplomatic relations with the Vatican. The matter was regarded as urgent because of the Allies' occupation of Palestine.

The Government proposes the electoral disqualification of conscientious objectors to be limited to seven years after the war This will not apply to objectors performing war services of a national character or Red Cross work.
A Welsh committee is raising £ 150,000 as a memorial to North Wales heroes, consisting of the extension ,of the University College at Bankor, and free unversity education for heroes' children.

The Matin's Zurich correspondent states that there 'nave been over a hundred arrests at Cologne, including •high railway and postal officials, in connection with serious robberies of goods and postal packets.
