General Van der Goltz, the German officer Turkey employed to reorganise the army after the revolution of 1908, bestowed much attention on Kirk Kilisse, and tho entiro Bulgarian general staff in 1911 spent 16 days studying the ground in the district. Tho Vienna correspondent of the "Times" states that quite late for mobilisation, tho Bulgarians-decided to attack between tho Mantza and the Tunja rivers, instead of placing the bulk of the troops on tho Henanli-Adrianopl© line. Tho amended plan is a much bolder strategical conception, but involved grave risks. Tho Turks could havo attacked Mustafa Pasha. The " Reichpost's" account suggests that tho Bulgarians believe Adrianople is tha weakest spot in the south.
