Rouvier presented the notes, which were exchanged in a friendly tone, wherein France and Germany agree to uphold |at the conference French treaties, and arrangements also for the Sultan's sovereignty and independence, and Morocco's integrtiy and economy. The "open door," and the expediency of police and financial reform, the introduction whereof will be regulated for a short period by means of an international understanding, will tis considered. The missions at Fez will return to Tangier, and France and Germany will advise the Sultan of the conference programme. The statement was receiyed without enthusiasm.
