REDISTRIBUTION OF SEATS.

In the House of Commons Mr. Gerald Balfour gave notice',of the redistribution of the resolutions giving England a gain of 17, Wales 1, and Scotland 4 seats, Ireland losing 22. The scheme is arranged on the general basis of each member representing 6500, but at present constituencies of 7500 are allowed to retain two members, while a borough belqw\ 18,500 ceases as a sep- | arato constituency.
